Amarinder convenes cabinet meeting on Monday to discuss drug menace



CHANDIGARH, JUNE 30: In a move to further strengthen his government’s crackdown on drugs, Punjab Chief Minister Captain Amarinder Singh has convened a meeting of his Cabinet on Monday morning to review the progress of the investigations and discuss ways and means of countering the menace.
         
According to an official spokesperson, the Chief Minister had called for the meeting to discuss the issue, particularly in the context of the recent spate of drug related deaths in the state.
         
Expressing concern over the spurt of such deaths and drug cases, the Chief Minister has also asked senior police officers to be present at the meeting, scheduled to be held in Chandigarh, said the spokesperson.
         
The officers are expected to brief the cabinet on the status of the ongoing investigations in various cases under the NDPS Act and the steps being taken to combat the menace.
         
Besides discussing the causes of the drugs menace, which remains a matter of concern despite the major strides made in tackling it, the meeting will take stock of the measures being taken to tackle the problem. The cabinet is expected to suggest the response mechanism to deal with the issue in a more aggressive way, said the spokesperson.
         
According to the spokesperson, the Chief Minister has expressed the desire for collaborative efforts by all government functionaries as well as the citizens of the state to completely wipe out the drug menace and make Punjab a drug-free state, as promised by him before the 2017 Assembly elections.
         
Though a lot of ground had been covered in countering the problem, more work was needed to be done to save the youth of Punjab from devastation and destruction at the hands of unscrupulous drug dealers and smugglers, the spokesperson said, quoting the Chief Minister.
         
Captain Amarinder Singh has repeatedly asserted his government’s zero tolerance to drugs and made it clear that no laxity or complicity of any official in the matter would be tolerated at any cost.

Amarinder blasts Centre for politicising Indian Army



CHANDIGARH, JUNE 28: Punjab Chief Minister Captain Amarinder Singh on Thursday condemned the central government’s repeated attempts to politicise the Indian Army over the issue of the surgical strikes.

Talking informally to mediapersons after distributing compensation cheques to the Jodhput detenues, Amarinder said while he had not seen the purported video of the surgical strikes, released by a TV channel, he was not in favour of using the Army for political mileage.

Echoing the sentiment expressed by the Congress party, Captain said the actions of the Army should not be used as fodder for political or electoral gains. It was unfortunate that the surgical strikes, which had claimed the lives of many Indian soldiers, were being repeatedly politicised by the central government, he added.

In response to a question, he lambasted Leader of Opposition Sukhpal Khaira over his attempts to secure political and personal gains by raising the bogey of drugs. The AAP leader evidently likes seeing his pictures in newspapers and on TV screens, quipped Amarinder, adding that his government was well on way to eliminating the drugs menace and the drugs smugglers were under immense pressure.

His government had tightened the noose on drug smugglers and around 10000 peddlers were in jail, said the Chief Minister, adding that one of the kingpins was lodged in Hong Kong prison and efforts were on to secure his extradition. The government had information about three major drug suppliers having fled out of India, Captain disclosed. The price of Heroin had shot through the roof, further endorsing the success of the government’s anti-drugs campaign.

Replying to another question, he said he would ensure a probe into the allegation made by former cabinet minister Rana Gurjit about an addict being pushed into drugs by a cop.

Calling for collective efforts by the government, the police and the citizens to free Punjab of drugs, the Chief Minister urged every Punjab to come forward to take drug addicts to the de-addiction centres and join the battle against drugs.

CHANDIGARH, JUNE 27: The troubled Jodhpur detenues are all set to get much-needed relief, with Punjab Chief Minister Captain Amarinder Singh deciding to hand over cheques of the state’s share of the Rs. 4.5 crore compensation to them on Thursday.

Amarinder will hand over the cheques to the detainees at the Punjab Bhawan at 12 noon tomorrow, in the presence of all members of his cabinet, followed by lunch, an official spokesperson disclosed here on Wednesday.

The Punjab government decided to go ahead with the disbursement of its share of the compensation, awarded by the Amritsar District Court, after the central government communicated to the State its decision to contribute its share of the compensation.

Captain Amarinder Singh, it may be recalled, had recently written to Union Home Minister Rajnath Singh, and also personally spoken to Union Home Secretary Rajiv Gauba in the absence of the former, to seek urgent resolution of the matter in order to provide the much-needed respite to the detainees. He had also made it clear that if the Centre fails to come forward with its share of the compensation then the state government will take over its liability too.

Around 300 persons were arrested and detained in Jodhpur jail in the wake of Operation Blue Star, and were later released in three batches, between March 1989 and July 1991.
------
The Chief Minister had also met the detainees, who were arrested and detained in the Jodhpur prison following ‘Operation Blue Star’ in June 1984 and had assured them of his government’s full support in the matter.

The detainees had been suffering for the past several years for no fault of theirs, he felt, while pointing out that the Centre’s decision to go in appeal had evoked a strong reaction amongst the Sikh community and was further likely to lead to an avoidable sense of alienation and perceived injustice among the community.

Around 300 persons were arrested and detained in Jodhpur jail in the wake of Operation Blue Star, and were later released in three batches, between March 1989 and July 1991. Of these, 224 detainees had appealed for compensation in the lower court, alleging ‘wrongful detention and torture’ but they failed to get any relief from the court in 2011.

However, 40 of the detainees went in appeal to the District & Sessions Court, Amritsar, and were awarded Rs. 4 lakh each as compensation with 6% interest (from the date of filing of the appeal to payment of compensation) in April last year. The total compensation, including interest, worked out to Rs. 4.5 crore rupees approximately.

The court had held the Union and the State Governments as jointly liable for payment of the compensation, and although the Punjab government had given an undertaking to the court to pay half the amount, the Union Government had moved an appeal in the Punjab and Haryana High Court against the order.

Punjab Chief Minister Captain Amarinder Singh has termed as shameful and ridiculous Akali leader Harsimrat Kaur Badal’s tweet on the issue of compensation to the Jodhpur detinues, pointing out that the only compensation paid to them was during his previous tenure in 2006.
           
Reacting strongly to Harsimrat Badal’s tweet that he was sitting on Punjab’s share of the compensation awarded to the detainees by the District Court Amritsar, the Chief Minister termed it a sheer reaction to his announcement that his government was ready to pay the full amount if the Centre did not want to come to the rescue of the detinues.
           
It was obviously a panic reaction on the part of Harsimrat Badal, said Amarinder, asking why the Akalis had failed to do anything for the detinues during the 10 years of their rule. He also demanded to know why Harsimrat Badal herself had failed to take up the issue with the Centre in the past four years, despite being a part of the Union Cabinet.
           
Had the Akalis ever been serious about the rights of the Sikh community, whose custodians they claim to be, the issue would not have lingered on all these years and it would not have been left to his government to once again come to the relief of the Jodhpur detaineees, he said.

The timing of her tweet, which came on the day when he himself had announced that his government was prepared to take on the total liability of the compensation awarded by the court, had exposed the fact that the Akalis were only keen to take some political mileage on the issue.

Raising the Panth bogey or exploiting the Sikh sentiment is part of their political scheme of things, said the Chief Minister, warning Harsimrat Badal, as well as Parkash Singh Badal and Sukhbir Singh Badal, that such divisive and secessionist politics will not help them get their lost footing back in Punjab.
  
They (SAD-BJP) failed to do anything for these detinues in the 10 years of their Punjab rule and Harsimrat was now shedding crocodile tears for them, said Captain, condemning her blatant bid to leverage the issue to seize political advantage, possibly with an eye on next year’s Lok Sabha poll.

CHANDIGARH, JUNE 25: Punjab Chief Minister Captain Amarinder Singh on Monday announced his government’s decision to pay the full compensation amount of Rs. 4.5 crore to the Jodhpur detenus if the Centre fails to come out with its share.
 
The Chief Minister made this clear after a telephonic conversation with Union Home Secretary Rajiv Gauba, whom he had called up to urge for early resolution of the matter in view of the prolonged suffering of the detainees, who were arrested and detained in the Jodhpur prison following ‘Operation Blue Star’ in June 1984.
         
Expressing the hope that the Centre would be forthcoming with its 50% share of the compensation awarded by the court to the detenus, Amarinder said that if, for any reason, the Union Government fails to pay its share then the State Government would take over the entire liability and ensure that the detainees get the much-delayed justice.
         
In the absence of Union Home Minister Rajnath Singh, who was travelling overseas the Chief Minister decided to take up the issue with the Home Secretary, and demanded immediate steps by the central government to release the compensation awarded by the Amritsar district court. These detainees had been suffering for the past several years for no fault of theirs, he pointed out, calling for a standardized policy to deal with such cases.
         
The Centre should immediately withdraw its appeal in the Punjab & Haryana High Court against the compensation, said Captain, adding that if the central government fails to come to the rescue of the detenus, then the state government will pay the full amount of the compensation.
         
He had last week written a D.O. letter to the Union Home Minister, pointing out that the central government’s appeal against the compensation, which the court had held to be jointly payable by the Union and State governments, had evoked a strong reaction amongst the Sikh community. It was further likely to lead to an avoidable sense of alienation and perceived injustice among the community, the Chief Minister warned.
         
Around 300 persons were arrested and detained in Jodhpur jail in the wake of Operation Blue Star, and were later released in three batches, between March 1989 and July 1991. Of these, 224 detainees had appealed for compensation in the lower court, alleging ‘wrongful detention and torture’ but they failed to get any relief from the court in 2011.
         
However, 40 of the detainees went in appeal to the District & Sessions Court, Amritsar, and were awarded Rs. 4 lakh each as compensation with 6% interest (from the date of filing of the appeal to payment of compensation) in April last year. The total compensation, including interest, worked out to Rs. 4.5 crore rupees approximately, the Chief Minister pointed out.
         
The court had held the Union and the State Governments as jointly liable for payment of the compensation, and although the Punjab government had given an undertaking to the court to pay half the amount, the Union Government had moved an appeal in the Punjab and Haryana High Court against the order.
         
The Chief Minister, who has been pursuing the Centre to retract its appeal and contribute its 50% share towards compensation, had been approached by a delegation of the detainees two days ago. He had assured the detenus of his government’s all-out efforts to ensure justice for them.
