Punjab Govt defers due date for submitting applications for recruitment




Keeping in view of the curfew extension amid COVID-19 pandemic, Punjab Government has decided to postpone the due date for submitting applications for all kinds of new recruitment to April 30, 2020 or beyond that. 

Disclosing this here today an official spokesperson said that the Punjab Chief Secretary Mr. Karan Avtar Singh has directed that due date for receipt of applications for all kinds of recruitment by the State Government, Autonomous Bodies, Universities, PPSC, Subordinate Services Selection Board etc. is deferred to April 30, 2020 or any date beyond that.

To address the problem of migrant labourers and prevent their exodus from the state amid the COVID-19 crisis, Punjab Chief Minister Captain Amarinder Singh has asked all industrial units and brick kilns in the state to commence operations with such migrants if they have adequate provisions to accommodate them safely within the premises.

Captain Amarinder said his government was also in discussion with Radha Soami Satsang Beas, which has already offered its Bhawans as quarantine facilities, to allow migrant labourers to stay there as these people would be needed for wheat harvesting in the fields in two weeks’ time.

The owners of industrial units and brick kilns can commence production if they have enough space to accommodate the migrant labourers and provide them with food, said the Chief Minister, while appealing to the owners to ensure that social distancing is maintained during this period.
  
All hygiene precautions must be made fully available at all such industrial facilities for workers, said Captain Amarinder, adding that the owners should also make soap and water freely available for use by the workers and regularly sanitise the common facilities. Hand wash facilities and sanitisers should be placed prominently at strategic points, said the Chief Minister.

The directions and discussions came amid reports of lakhs of migrant labourers getting stranded across the nation, and the problem assuming ominous proportions with such labourers gathering in large numbers at borders in many states, according to an official spokesperson.  The Government of India has directed states to adhere strictly to the national lockdown, including sealing of the borders for human movement, to check the spread of the deadly Coronavirus.

The Chief Minister said this would be beneficial for both, the industry/brick kiln owners as well as the labourers who had lost their employment and homes in the wake of the COVID-19 lockdown, and had been left to fend for themselves.

Captain Amarinder reiterated his government’s commitment to ensure that nobody, including such labourers, daily wagers etc, are deprived of food and other basic necessities in this hour of crisis. In line with the Chief Minister’s directives, the Punjab Labour Department has also issued an advisory to employers/owners of private establishments, including Industries, Factories, Shops and Commercial Establishments etc, not to terminate their employees/workers, particularly casual and contractual workers, from their jobs, and not to deduct their wages/salary.

Banks in Punjab to open on March 30-31; From 3rd April, two days a week




Banks in Punjab will remain open across Punjab on March 30 & 31, 2020, to facilitate people in their financial transactions amid the curfew restrictions, under orders from Chief Minister Captain Amarinder Singh. From April 3 onwards, all bank branches shall be open only on two days of the week, on rotation basis.

On the directives of the Chief Minister, the State Home Department has issued an advisory regarding operation of banks branches during curfew amid COVID-19 in the State on 30th and 31st March, 2020, and beyond. 

The Deputy Commissioners of the State and UT Chandigarh have been asked to extend necessary support and ensure other requisite items during relaxation to the banking staff, said an official spokesperson.

According to the advisory, it has been decided that all the bank branches, ATMs, Banking Correspondents (BCs), Cash in transit/cash replenishment agencies, IT and engineering support vendors for banks shall be operational on 30th and 31st March, 2020. Hence, all the Deputy Commissioners in the state and UT Chandigarh have been directed to provide necessary support by means of issuance of passes/other requisite relaxation. 

On March 31, special clearing of all government cheques will be conducted. Though 1st April, 2020 is a non-public dealing day for the banks, the DCs have been asked to provide requisite passes to the bank staff on that day too.

From 3rd April, 2020 onwards, the operation of Bank branches, ATMs, BCs, cash in transit/cash replenishment agencies, IT and engineering support vendors for banks shall be regulated, with skeletal staff.

The banks would ensure that the ATMs are operational 24X7 and BCs provide services in rural areas with the security staff, and are instructed to ensure social distancing and hygiene. Further, while implementing the above for opening of the banking establishments in line with the business continuity plan, the existing instructions regarding skeletal staff, social distancing and hygiene and all the instructions issued by Home Department/Health Department shall have to be strictly complied with.

These orders are in line with those issued by the Ministry of Home Affairs, Government of India, on March 24, 2020, for closure of all commercial and private establishments certain commercial and private establishments which include banks and ATMs also. This was followed up with orders from the Ministry of Finance, GoI, and Reserve Bank of India on 27th March, 2020.

The advisory points out that there is an urgent need to keep the system operational, moreover, to tackle the impact of COVID-19 as the Government of India and Punjab Government have announced certain relief measures to various categories of Indian Citizens and these benefits have to be passed on to these beneficiaries in the time bound manner. Such benefits can reach the beneficiaries only when the banking channel is operational.

Bir Devinder Singh, former Deputy Speaker, Punjab Vidhan Sabha, condemned the Punjab government for mortifying ignominiously the Non-Resident Indians (NRIs), who are on their visit to home State, Punjab since January 2020 or even before. 

In a statement issued today, he said that the kind of contemptible language is being used by Punjab Ministers for all the NRIs, currently in Punjab for different personal reasons, apparently sounds wicked and disgraceful. The surveillances of the NRIs by the Sarpanches and Panches of the Gram Panchayats in Punjab would prove counterproductive and certainly not a nice thing to do. 

Bir Devinder Singh cautioned that such incidents would generate such a perverse atmosphere of long time cussedness and sow the seeds of inextinguishable fire of bitterness and animosity that would completely obliterate the long term relationship with the Punjabi Diaspora, world over.  Therefore,   first of all, Capt. Amarinder Singh himself should refrain mentioning all the NRIs on visit to Punjab, as the suspect cases of Covid-19 and must also rein in and discipline his loud and badmouth Ministers who are routinely using derogatory expressions for the visiting NRIs.

We must bear in our mind that the visiting NRI’s are not criminals, and have not gone in to hiding intentionally, after committing some heinous crimes. Corona Virus is a Global phenomenon, therefore it is naïve to arrogantly perceive, as if our NRI brethrens are here on a ‘mission’ to spread deadly virus to their own people, as it’s paradoxically being perceived and made out to perpetuate, said Bir Devinder Singh.

He mentioned that in view of the catastrophic situation, all precautionary measures must be adhered to, by mapping the each visiting NRI or non-NRI but to put albatross around their neck is just an atrocious act. Therefore it is expected from all the  Punjab Ministers including their ‘Super Boss’ and top bureaucrats; that  while choosing the words to codify norms and statements of objects, the sublime sense of watchful expression must not lose sight of human dignity,  particularly, while referring to our guest NRIs who are on the visit to Punjab. 

‘I would beseech the State Government that while dealing with the most difficult and trying times; nothing should be done, advertently or inadvertently, that causes the unfathomable hurt to the Non-Resident-Indians as they continue to be inseparable parts of our existence’, concluded BIr Devinder Singh.

Punjab CM seeks financial assistance from centre to clear pending liabilities under MGNREGA




Amid the COVID-19 crisis, Punjab Chief Minister Captain Amarinder Singh has sought immediate financial assistance from the Centre to clear all the pending liabilities under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme.

In a letter to Union Minister of Rural Development and Agriculture and Farmers Welfare Narendra Singh Tomar, the Chief Minister raised the issue of pending wage liabilities of MGNREGA workers in Punjab.

Captain Amarinder Singh apprised the Union Minister that as on March 24, 2020, wage liabilities of Rs.84 crore were pending for approximately 1.30 lakh workers in the state.

The Chief Minister pointed out that without the daily wages, the MGNREGA workers would not be able to sustain their families in the prevailing COVID-19 emergency, with no fresh employment opportunities available during the current pan-India lockdown.

Expressing concern over the precarious situation, the Chief Minister urged the Union Minister to immediately release the pending wage liabilities without any further delay, to provide the much-needed relief to the beneficiaries for subsistence of their families.

The release of funds would also help the State handle the present difficult situation to some extent, the Chief Minister further pointed out. 

He said that in the current financial year, Punjab had achieved initial approved labour budget of 200 lakh person-days and the Ministry had enhanced labour budget to 234 lakh person-days. As on March 24, 2020, the State has generated 230 lakh person-days, with additional liability of Rs.120 crore pending against payment for materials. He underlined the need for release of sufficient funds to meet all these liabilities at the earliest.
