CLEARLY PICKING SIDES in a no-holds-barred dirty war between the Badal cousins, former Rajya Sabha MP and media baron Barjinder Singh Hamdard today came down heavily on Punjab Finance Minister Manpreet Singh Badal, saying his diatribe against Shiromani Akali Dal president Sukhbir Singh Badal was nothing but cheap shots triggered by personal pique and he has only exposed his own "inner shallowness."

In a hard-hitting signed editorial in Ajit, Punjab's top mass circulation daily newspaper, Hamdard, whose word counts in not only Akali circles but the wider state politics, said, "After the kind of budget Finance Minister Manpreet Singh Badal presented, it was natural for the opposition to criticise it." 

"But, instead of logically countering such criticism, the kind of invective he (Manpreet Badal) spewed regarding the langar on the occasion of late Mrs Surinder Kaur Badal's bhog and also about veteran and elderly leader Prakash Singh Badal, has only diminished his own stature and also brought out the inner shallowness of this man who considers himself an "intellectual" (apne app nu budhijeevi samjhade iss viyakti de...andarle halkepan nu vee ujagar keeta hai)," Hamdard wrote.

The editorial criticised similar personal quibbles between members of all three principal political parties in Punjab, the Congress, the Akali Dal as well as the Aam Aadmi Party, in equal measure.

"During the rather short Budget Session of the Punjab Vidhan Sabha, instead of discussing the serious issues facing the state, the politicians spent time in casting aspersions, taking cheap shots against each other and even hurling abuses and indulge in personal attacks. All of this not only created avoidable tension and strain but also adversely impacted the standing of the Punjab Assembly as an institution," the editorial said.

But it was Manpreet Singh Badal who was the main target of Hamdard's piercing criticism. It assumes significance when this dirty and open fight does not seem to be subsiding. In fact, Manpreet Singh Badal kept up attack and even claimed he had proof of misuse of SGPC resources during the bhog of Badal Sr's wife, Surinder Kaur.

Sukhbir Singh Badal had dared Manpreet to make public any evidence he had to back his allegations. Manpreet had even claimed that Sukhbir Singh Badal had received a car in dowry that was bought by the Majithia family on instalments.

"The very man he (Manpreet) was castigating was the one who initiated him  into politics because he was his nephew. For long, this senior statesman kept him as his finance minister. Everyone is well aware that Manpreet quit because of personal pique," Hamdard wrote.
 

The editorial also mentioned the ugly exchanges between Bikram Singh Majithia and Minister Navjot Singh Sidhu, Sukhpal Singh Khaira and former minister Gurjit Singh Rana and claimed that it has left the people disappointed.

With this latest salvo, the ball is now in the court of Manpreet Badal and the people of Punjab will await if the estranged but now in power cousin will take the fight any further.
 
Meanwhile, many other Congress leaders have jumped headlong in this arena, backing the Finance Minister. Punjab Congress Vice president Sukhjinder Singh Randhawa, SS Sukhsarkia, Balbir Singh Sidhu, Kuljit Singh Nagra,  Barinder Singh Pahra, Tarsem DC, Inderbir Bolaria, Dharamvir Agnihotri and Amit Vij (all MLAs) said that instead of challenging Manpreet Badal to prove charges, the SAD  president should come clean about the charges made by the finance minister. 
 

"Why you have limited challenge to prove SGPC spending on bhog of Late Smt Surinder Kaur?, Why are you not including the facts of taking dowry, spending government money on medical facilities of family members, misuse of government helicopter, and accumulating wealth by using government machinery," said Sukhjinder Randhawa, who said that Sukhbir’s silence on other charges affirms that he and his father former CM Parkash Singh Badal had used government exchequer for personal benefits.

Amarinder announces resumption of student union elections after 34 years



It is a move all political parties should welcome wholeheartedly  
 
IT FINALLY TOOK a Haryana to act to jolt Punjab out of its slumber. Chief Minister Amarinder Singh on March 27, Tuesday, announced in the Punjab Assembly that college and university student union elections will be resumed in the state.

Haryana was first off the block where, after a gap of 22 years, the Manohar Lal Khattar government announced it will be holding elections to students’ unions in its colleges and universities this year. 

In Punjab, student body elections on campuses were banned in 1984. It has been 33 plus years. All political parties which are stakeholders in Punjab have been demanding these elections. All of these parties have student wings. But for reasons inexplicable, the state never witnessed any strong movement to resume student union elections.

For those worried about the desirability of politics on campus, the key question is whether education is an apolitical venture?  Student politics is a vital cog in democratic machinery.

Clearly, state governments of all parties have had their reservations about these elections. Briefly, the concomitant issues involved are as follows:

- Should students indulge in politics on campus at all? Parents of many students argue that they send their wards to study, not to do politics.

- Should political parties have anything to do with these student union elections? The experience has been that mainstream partisan politics percolates, or rather penetrates, into university or college campuses.

- Is it possible to shut out big money and muscle power from campus politics? The experience of student elections in the Panjab University, Chandigarh hardly inspires on this account.

- Should the possibility of violence not be considered? At the same time, should even the fact of violence occurring be an argument against conducting student union elections?

India has a big youth population -- 64.4% of Indians fall in the age bracket of 15 and 59 years. Merely 8.3% Indians are above the age of 60 years. (The 0-14 age group accounts for the rest of 27.3% of the population.)

Clearly, India belongs to the young, and they cannot be deprived of an opportunity to decide the future course the country takes. Our politicians have been ruing for decades that our politics needs young blood.

There are two clear routes available: Either you push for students’ engagement with politics on the college/university campuses which makes it possible for the youth to interface with larger issues that India is grappling with and creates a resource pool of talent that can feed into political parties, or you leave the youth to jump on to the bandwagon of the local tough or henchman of the local politician and hope he or she will graduate to the higher league to emerge as an MLA or an MP.

After all, there are no colleges or universities where we have degree courses to produce MLAs and MPs; these are the routes through which they all come from.

Given the state of our political parties, at least the principal stakeholders to power, there seems to be little enthusiasm to encourage genuine student politics where the youth have actual agency.

Wherever such an exercise happens, the ABVP or the NSUI exhibit the same deep flaws that their parent parties are doomed to live with. 

Speaking truth to power is not the forte of these students’ wings of political parties; since they have never practised it in house, they inspire little confidence of having the ability to do so outside.

Of course, there have been some singularly positive examples of student politics, the foremost being the campuses of JNU, Delhi; Allahabad University; University of Hyderabad; and the Jadavpur University, apart from a handful of others.

The fulminations of the country’s incumbent rulers and the not-so-hidden forces behind them against the robust tradition of political engagement in JNU has scared a number of parents away from the idea of their wards participating in any political activity on campus.

Add to it the shrinking space for liberal arts/humanities in the universities and you have a recipe for widespread depoliticisation. Having a social sciences school on campus can change the character of not just that university but every single student who spends some of the most impressionable years on that campus.

Campuses that used to churn out graduates who would question and have imagination and a zeal to change the world order are now populated with students who are forever inquiring about placement camps and DJs at annual fests. Bereft even of the basic understanding of this thing called India, they claim to be in love with India. 

A crowd such as this is today part of Narendra Modi’s army, tomorrow it could back someone else from a different shade of political spectrum. This crowd would have little understanding of its own self; so it will never be able to back its own interests.

That was the job of the campus politics — to politicise them. To make them understand that their engagement with politics is the only way for them to secure their own destiny. This is neither on the agenda of the BJP or the Congress.

And Left has been painting itself out of the game for so long, it is a surprise it remains relevant to whatever extent it is. 

No wonder you do not even see an opposition party pointing out the irony that Haryana’s education minister Ram Bilas Sharma, who announced that student union elections will be resumed in his state, was the same man who had banned these 22 years back. More? He was the education minister even at that time when the Haryana Vikas Party-BJP coalition government had banned these elections.

For those worried about the desirability of politics on campus, the key question is whether education is an apolitical venture? 

Student politics is a vital cog in democratic machinery. Any investment in this exercise will have an incalculable return. It is a no brainer to state that politics has a direct impact on education, be it on account of funding, subject matter or whatever.

But why are some campuses more politically-charged than others? In certain campuses where student union elections do take place, the issues are limited to in-house activism. Students’ bodies seek votes on the basis of having held a glittery annual fest and promising to call Jazzy B next time. More often than not, students do not have agency. These are campuses sans any mechanism for an organised political culture. 

Compare them with campuses where robust debates about the occupation of Gaza can turn into a night long after-debate conversation in a hostel room.

Student politics makes campuses better, triggers minds, simulates debate, enables opponents to listen to each other. Students study gender or caste, and are more likely to agitate about these things and respond to issues. 

Now, is that a good thing or a bad thing? 

Also, it is time to challenge the prevalent assumption that social science-heavy universities are more political than their science counterparts. The fact is that science students were in the forefront of opposition to Emergency; the medical students of AIIMS were one who wrested the initiative during the 1992 Seelampur riots; and the IIT-Chennai’s Ambedkar-Periyar Study Circle have set new milestones in political engagement of youth. 

Vested interests may bandy about labels like ‘anti-nationalism,’ but the fact is that student spaces will always engage with national discourse. 

As for the parents not wanting their wards to have anything to do with politics, it is because the only face of politics that they get to see is the one about scams, illegal activities, muscle power, money and hooliganism. Only the students on the campus can redefine the very idea of politics for them, make them understand that politics is much more than its electoral aspect that they get to see, and in its ugliest form.

A tradition of robust on-campus politics will deal with issues of about autonomy enjoyed by our institutions of higher learning, and will ask the question why only a few institutions enjoy monopoly of producing political leaders? 

Politics today has become totalitarian in nature all around the world, varying only in terms of degree. The onus to question it rests on our educated youth. The economic development, our industries, corporates, social welfare schemes, health, education, infrastructure development are all guided by political policies and practices. Politics controls what our singers will sing, which films our filmmakers will make, what you can or cannot say. If politics is so deeply entrenched in our system, how can universities be an exception?

Autonomy and democratisation of our educational institutions are intertwined. To expect a tradition of a robust democracy and liberty in the country but to advocate apolitical campuses and universities is a foolish project.

Politicised, educated, aware youth with an engagement with politics will ask questions too tough for an Amarinder Singh to answer, a Sukhbir Singh Badal to field, even a Narendra Modi to take on.

That is why we did not see a clamour among the political parties in Punjab for resuming student union elections.

Thirty-four years have passed.

Down the line, your new politicians will either come through campus politics, if you fight to have these elections today, or they will come via a liquor thekedar, or a sand mafia, or cable mafia, or a brigade sworn to demolish one or the other shrine depending upon what your opponent’s God is called. Choose your kid’s politician today.

So, CM Amarinder Singh’s announcement today should be welcomed wholeheartedly. May our next crop of politicians come from our campuses, and not liquor or sand or transport business.

NO, IT IS NOT a blessing in disguise; this is a blessing so blatant only beat hacks could have missed it. In fact, some Punjab AAP leaders should actually make huge cash contributions to party fund to thank Arvind Kejriwal for this new lease of life.

Notwithstanding the hurried news analysis that the much harried reporters churned out within hours of Arvind Kejriwal dropping a bomb on his own Aam Aadmi Party's Punjab battalion in the form of his meek written apology to Bikram Singh Majithia, and the gleeful presser where Majithia & company claimed vindication, this is the Aam Aadmi Party's best moment in Punjab since its stunning defeat in the last Assembly polls.

The Akalis have bitten far more than they can chew, and Kejriwal's move has decisively finished his hold on his own party unit in Punjab, leaving the state leadership of Sukhpal Singh Khaira, Kanwar Sandhu and others completely free to charter their own path to power in Punjab.

Akali Dal's Sukhbir Singh Badal and Congress' Amarinder Singh now have a much more empowered rival on their hands. The challenge is back, and the chessboard has again tilted decisively. But first, the next few moves.

Khaira and Sandhu moved their first pawns without losing any time by disassociating themselves from the apology. 

Khaira: "We ... have not been consulted on this meek surrender...We promise to continue our tirade on the burning issue of drugs destroying the youth of Punjab.”

Old retired cavalry will be recalled. Bhagwant Mann was late just by a night, and woke up with more clarity on Friday, March 16, and moved equally fast, hitting Kejriwal in the shins with his resignation.

The anger in Punjab against the status quo never went away. Amarinder Singh's politics is too aligned with the saffron Narendra Modi line. His own party Congress has not been able to wash its corruption taint, and his on-call friend P Chidambaram is busy defending kin in the Karti scam. His government has sank into the quicksand of corruption allegations, helped amply by Rana Gurjit, and his government has poured too much ridicule on itself with the CM's chopper-borne supervision of Punjab.

The loan waiver tamashas from huge stages in Punjab, headlined by singers like Gurdas Mann and Master Salim who are paid lakhs from the taxes people pay, have only ensured that the space for the third force remains well established.

As for the Akali Dal, it has Bikram Majithia and the issue of drugs back in the forefront, bang at the middle of politics. So, Punjab politics has been rewinded to where it stood just before the Assembly elections, a feat that AAP leaders of Punjab would not have achieved on their own but this time they had help from Majithia and Kejriwal, combined. 

So eerily similar is the political scenario to the pre-2017 poll time that even an election is around the corner, timed damn well for this unshackled force. 2019 is staring in the face, and it may as well happen even in 2018.

Every mistake that AAP made has now become a mistake of the Kejriwal coterie, every blunder that AAP made a blunder foisted upon Punjab unit. Suddenly, Punjab's AAP has pressed the Refresh button, and people are already ready to press Ctrl^Alt^Del on old politics.

Dr Dharamvir Gandhi has expressed his worry that AAP workers "will be the target of political vendetta" now, but that is exactly what Punjab's AAP leaders will hope the Congress or Akali Dal go in for. Nothing enthuses a party like vendetta. Kejriwal rose from the ashes of utter disappointment with the system.

In Punjab, the AAP just got rid of its own 'system'. "The Akali Dal and the Congress are in cahoots" idiom only gained further strength in the first one year of the Amarinder government. All it needs is a new name? "AAP Punjab"? AAPP? "Real AAP"? RAAP? Punjab AAP? PAAP? Kadh Diyange Vatt AAP? KDVAAP? 

Feel free, please. Everyone is feeling the same. Free. So free. And Kejriwal hasn't got the time or the energy to file a defamation case. Ask Majithia.

BARELY A YEAR in the hot seat, Chief Minister Amarinder Singh on Saturday (March 11) declared himself a near superman CM, claiming he has signed 5,558 files since taking over the job, "made 42 official visits within Punjab" and made 17 trips to other states and 21 to Delhi. 

In an unprecedented exercise of tabulating his achievements, writing a self-declaration of his own efficiency, and using the numbers of files signed and meetings held or visits made as the measuring stick of good governance, Amarinder Singh, in a signed missive published today, asked, "Now if that is within the ambit of ‘rare’, I don’t think my people are complaining!"

Amarinder Singh's self-certification came as a response to a scathing editorial in a leading English language newspaper which had commented in his recent crime-busting from the chopper.

The CM said he had "chaired 362 departmental review meetings" and made special note of the fact that these 362 meetings were "quite apart from the other Cabinet and other meetings during this period."

"The people of Punjab have been presented with a reason why their Chief Minister needs to travel by helicopter when he makes that rare trip to the state," the editorial had said, clearly succeeding in pissing off the CM.

"The army of advisers and consultants has its use, but a state cannot be run by proxy," the editorial had said, echoing the persistent needling of the CMO by the Opposition as well as the media.

In response, the Chief Minister wrote: "As a seasoned politician...I can state, quite conclusively, that governance is not about executing policies, but about formulating them. It is the task of the administrators, including the bureaucrats and advisers, about whom the editorial speaks quite dismissively, to execute the policies of governance, and I am happy to state that my team of bureaucrats and advisers is doing a great job of it."

Amarinder Singh, reminding that he himself is a trained pilot and knows how to guide the administration with his piloting skills, pooh-poohed what he said were suggestions that he should start manning minor stuff by "leaving the cockpit of governance adrift."

"(T)he pilot’s job is to keep his eyes focused on the bigger vision, as he directs the plane to its destination," he said.

His remarks were in response to the editorial's contention that "wherever policy interventions are required — transport, agriculture, cable TV, urban development, finance, to name a few — files have either not been prepared, or have refused to move. Frustration over the limbo is building equally among the voters and ruling-party leaders."
 

Political pundits said it was somewhat strange for a Chief Minister to offer a measure of his success in terms of numbers of files signed or visits made to his own state.

"I am very sure that Manmohan Singh signed a lot of files during his second stint and as must have Narendra Modi. So should they be unanimously considered very successful on that basis?" asked a senior journalist with experience of covering the CMO for the last 12 years now.

Chandigarh, March 6: Within days of asking top bureaucrats and police leadership to stop 'goonda tax' and illegal mining, Punjab Chief Minister Amarinder Singh today himself saw the sand mafia in action from aboard his helicopter, fired direct orders for action against illegal mining, all while flying in his chopper over Kartarpur skies, even as fellow traveller(s) clicked pictures of the CM in action.

With dramatic alacrity, the Nawanshahr district's civil and police administration seized 13 Poclain excavator machines, 4 JCBs along with two forklifts and 30 tipper trucks from village Malikpur. For some reason, the official insisted on calling the excavator machines as "Porklanes”.

Someone accompanying the CM on board his helicopter had the presence of mind and started clicking photographs of Amarinder Singh even when he was looking down at the illegal mining at the "shocking sight," and was asking "the helicopter pilot to fly lower and take a sortie around the river banks" to check out the scam in action.

In fact, all this while, whoever had turned into a photographer was not only clicking pictures of the illegal mining but also of the CM looking out of the helicopter at the illegal mining. These photographs generated picture-perfect postcards of a CM in action even in the air when he was merely flying over an area -- a clear proof of a chief minister in tune with the problems of the public and a hands on approach to administration.

The civil and police administrations are expected to keep the people safe against any Pathankot style terror incident and ideally, they should be able to spot any suspicious activity, even a couple of two rucksack-carrying young men loitering suspiciously near a river bank lest they turn out to be Pakistani infiltrators. How they missed to spot 13 Poclain excavator machines, 4 JCBs along with two forklifts and 30 tipper trucks in a single village is a question for the people to ponder.

To underline the CM's quick response to an illegality, the Public Relations machinery of the Punjab government flooded media houses with dozens of pictures of the CM in the helicopter and the illegal mining going on below on the ground.

So far, there has been no confirmation of any tough questions being asked of the Deputy Commissioner and SSP downwards to lower ranks of civil and police machinery why, even after strict orders of the CM to act against illegal mining, they failed to spot 13 Poclain excavator machines, 4 JCBs along with two forklifts and 30 tipper trucks in a single village. 

Ironically, these are the civil and police administrations which are expected to keep the people safe against any Pathankot style terror incident. Ideally, they should be able to spot any suspicious activity, even two rucksack-carrying young men moving suspiciously near a river bank lest they turn out to be Pakistani infiltrators.

"If they failed to spot 13 Poclain excavator machines, 4 JCBs along with two forklifts and 30 tipper trucks in a single village, then a lot of heads should roll starting with some top officials sitting in Chandigarh," said a security expert. 

The government claimed that a massive crackdown was launched in the Nawanshahr and Jalandhar districts after Amarinder Singh spotted the illegal mining activity being carried out on the Sutlej river bed.

Someone accompanying the CM on board his helicopter had the presence of mind to click multiple photographs of Amarinder Singh even while he was expressing his shock at the illegal mining and asking the pilot to fly low and take another sortie.

A group of villagers in Kartarpur told Punjab Today reporter that they were lucky that the CM was sitting on the right side of the chopper where he could spot the illegal mining. A young man said the Malikpur village was lucky that the CM was going to Jalandhar by a chopper. "Had he travelled by road, he would have missed this illegality and it would have continued as it had for months now," he said.

"Aseen ta kayee vaari shikayata kar chukke, akhbaran vich surkhiyan vee chhapp gayiyan kayee vaari, par koyee sunn'da hee nahi. Akal Purakh ne ajj bacha liya. Je CM Sahib dooje paase baith jaande udan-khatole vich, ta haner-gardi chaldi rehni si," said a villager, Balbir Singh Thukral.

(Rough translation - "We had complained many times, many a times such news headlines also appeared in newspapers but no one was listening. We thank God that the CM was sitting on the right side in the chopper, otherwise the wrong-doing would have continued.")

In fact, even the order to seize the equipment was given directly by the CM, the official statement said. IT is not known why the local authorities were not trusted by the CM that they will take appropriate punitive and legal action.

While an official spokesperson said "the Chief Minister (has) made it clear that no laxity or complicity in the matter would be tolerated," he did not clarify who had been tolerating it for so long.

The CM was flying to Kartarpur to dedicate to the nation the second phase of the Jang-e-Memorial monument when he spotted illegal mining in the Rahon area of Nawanshahr and also in Phillaur. 

In what sounded like either a confessional statement (or perhaps a case of rather poor drafting by a lazy press release writer), the official statement attributed to the CM words to the effect that "non-compliance or further delay in this regard would not be tolerated."

It is likely to give a handle to the opposition to beat the ruling party with and ask why was non-compliance of CM's orders being tolerated so far.
