Now, new deadline for posting/transfers of officers by Election Commission



Election Commission of India (ECI) today instructed the state government to complete posting/transfer process by February 20, 2019 regarding general elections 2019. Earlier the date for the posting/transfers has been fixed February 28, 2019 in the state of Punjab.

Issuing a letter in this regard, ECI instructed the Punjab government to complete posting/transfer process of officers with respect to general election 2019. The letter reads, "now February 20, 2019 has been fixed to complete posting/transfers of officers and compliance report shall be submitted by February 25, 2019."

It is pertinent to mention here that earlier ECI had fixed February 28, 2019 to complete the posting/transfer process and to submit compliance report by first week of March.

CHANDIGARH, FEBRUARY 8: The Punjab Government led by Chief Minister Captain Amarinder Singh on Friday announced 6% Dearness Allowance (DA) to government employees and pensioners, with effect from February 1, 2019.

The decision, which will benefit nearly 3.25 lakh employees and 3 lakh pensioners, was announced by the Chief Minister during the Cabinet meeting after informal discussions on the issue. The decision would entail an additional annual financial liability of Rs. 720 Crores to the state exchequer.

Reiterating his government’s firm commitment to ensure the welfare of employees and pensioners despite financial constraints, Captain Amarinder said that the employees were a critical segment of the state administration and safeguarding their interests was the government’s top priority.

CHANDIGARH, FEBRUARY 7: Dinkar Gupta, a 1987 batch IPS officer, was on Thursday appointed the Director General of Punjab Police.
 
He succeeds Suresh Arora, who had been on an extension since his retirement on September 30 last year. His appointment was cleared by the Chief Minister Capt Amarinder Singh this morning.
 
A decorated officer, Gupta is the seniormost of the three officers, all of the same batch, to be empanelled for appointment to the top post by the UPSC earlier this week.
 
Gupta was currently posted as Director General of Police, Intelligence, Punjab, which involved the direct supervision of Punjab State Intelligence Wing, State Anti-Terrorist Squad (ATS) and Organized Crime Control Unit (OCCU).
 
An experienced and distinguished officer, Gupta was empanelled on April 26, 2018 for appointment to Additional Director General level post at the Centre-  one out of the twenty 1987 batch IPS officers to be so empanelled, and the only one from Punjab.
 
He did an eight-year stint on central deputation with the MHA, from June 2004 to July 2012, where he held many sensitive assignments, including Head of the Dignitary Protection Division of the MHA.
 
He had served as Senior Superintendent of Police of Ludhiana, Jalandhar and Hoshiarpur districts for more than seven years during the terrorist phase in Punjab. He also served as DIG (Jalandhar Range), DIG (Ludhiana Range), DIG (Counter-Intelligence), Punjab, and DIG (Intelligence), Punjab, till 2004.

Among his other past assignments in the state were ADGP Administration and Community Policing (2015-17),

Dinkar Gupta was decorated with Police Medal for Gallantry (1992) and Bar to Police Medal for Gallantry (1994) for display of exceptional courage, conspicuous gallantry and devotion to duty of a high order. He was also decorated with the Police Medal for Meritorious Services by the President and the Presidents Police Medal for Distinguished Service (2010).

State Government Departmental Examinations to be held from February 25 to March 2



The State Government Departmental Examinations of Assistant Commissioners, Extra Assistant Commissioner/ I.P.S officers, Tehsildars / Revenue Officials and that of other departments are to be held from February 25 to March 2, 2019, informed an official spokesperson of government of Punjab.

The Spokesperson said that the officers who intend to appear in the said departmental examination should send their applications to the Secretary to Government of Punjab, Department of Personnel and Secretary, Departmental Examination Committee (PCS Branch), Punjab Civil Secretariat, Chandigarh through their respective departments in the prescribed pro forma  by February 15, 2019. 

He also informed that ‘no direct application will be entertained under any circumstances’ and the incomplete applications will be rejected and no roll number will be issued against such applications for which the onus will fall squarely on the applicant concerned.

Giving further details, the spokesperson informed that any candidate who does not get his or her roll number by February 20, 2019 for examination to be held w.e.f February 25, 2019 to March 2, 2019, should contact the PCS branch via Email (pcsbranch@gmail.com) or on telephone number 0172-2740553 (PBX 4648). Briefing about the other instructions for the candidates, he said that no candidate will be allowed entry into the examination hall after the commencement of examination. 

He said that no candidates should bring mobile phones, calculators or any other electronic gadgets/ devices in the examination hall which is a source of help in examination. He also clarified that no facility will be provided for safe keeping mobile phones/ electronic gadgets by the authorities.

Moreover, each Candidate should have to bring his or her own Books (only bare acts). Authorities shall not provide any book to any the candidate. In case of question papers to be answered with the aid of any Manuals, Codes, Acts or Rules, they should be brought in the Examination Hall but not in annotated editions and only blue or blue-black ink to be used in exams.

Smoking is strictly prohibited in the examination hall,. Mobiles and calculators will not be permitted. The candidates are on no accounts to put their names or write any symbol like Om, Ek Onkar, Allah- Hu- Akbar etc. indicative of the religion of the candidate or the likely examiner. No other distinction marks designed to show the religion or community of the candidate should be displayed, said he and added that a candidate using unfair means, suspected of cheating or disregarding the instructions will not be allowed to complete his paper. He will also be liable to disqualification and disciplinary action.

Punjab Chief Minister Captain Amarinder Singh on Monday lambasted Akali chief Sukhbir Singh Badal for rubbing salt on the wounds of the farmers with his demand to double the ludicrous relief given to them by the Centre.
 
Lashing out at the former deputy chief minister over his ridiculous statement, Captain Amarinder Singh asked Sukhbir why he had not spoken up for the farmers all these years despite his Shiromani Akali Dal (SAD) being a part of the ruling alliance at the Centre.
 
The central government had already made a mockery of the farmers by announcing a meagre Rs 6000 a year, which amounted to Rs 17 a day, to support them in their distress, said the Chief Minister, adding that the SAD president had added to the insult with his shameless demand. Did he really believe a thousand rupees a month would help the beleaguered farmers, many of whom were being driven to suicide as a result of their massive debts, running into lakhs of rupees in several cases, asked Captain Amarinder Singh.
 
Unlike the previous SAD-BJP government, which had failed to give even a penny to the distressed farmers during 10 years of their rule, his own government had already waived off over Rs 4514 crore of loans of 5.63 lakhs small and marginal farmers in the state, the Chief Minister pointed out. He said his government, in less than two years, had managed to provide some relief to every section of the society despite the massive financial crunch they had been left to cope with, he said, adding that his efforts to find a permanent solution to the farmers’ woes would continue.
 
The Badal clan, including Sukhbir, had not given an iota of thought to the welfare of the farmers all these years and were now shedding crocodile tears in a desperate bid to garner votes in the upcoming Lok Sabha elections, said the Chief Minister. But the farmers would not be taken in by their fake concern, he warned, adding that the ruling coalition at the Centre had lost all confidence of the people, who were set to throw them out unceremoniously.
 
Captain Amarinder Singh asked Sukhbir to stop misleading the people of Punjab, particularly the suffering farming community, by pretending to be concerned about their problems. The people will not forgive you, he warned the Akali leader. He said if the Centre was really interested in helping the farmers, it should announce a one-time waiver of their loans and ensure remunerative prices for their produce by implementing the Swaminanthan Committee report in toto. He said the anti-farmers mindset of the Modi government and its allies had been totally exposed.
