Punjab Police claims to crack Amritsar grenade attack with arrest of main accused



Punjab Police has claimed to arrest the main accused, Avtar Singh, of the Nirankari Satsang Bhawan grenade attack, to crack the case completely less than a week after terror was unleashed on innocent victims at Amritsar’s Adliwal village. The blast had claimed three lives and left 16 injured.

Avtar would be produced in the court and the police would seek his remand, DGP Suresh Arora disclosed at a media conference on Saturday, adding that there was strong evidence against the suspects caught in the case.

According to Suresh Arora, Avtar’s links have also been traced to Harmeet Singh Happy @ Ph.D, the self- styled chief of ISI-backed KLF, based in Pakistan. Happy @ Ph.D has emerged as the most active leader of Punjab based outfits working under the watch and directions of the Pak ISI, which is determined to spread terrorism in the border State of Punjab by radicalising poor and gullible youth of the State and motivating them to carry out terrorist actions.

The DGP appealed to the youth of the State not to fall prey to the manipulations of Pakistani establishment and the terrorist outfits working under its command, which was determined to destroy their lives and careers. He exhorted the media to play a positive role on this count, and added that the police were counselling youth to ensure that they do not get misled by radical forces, especially on the social media.

Responding to a question, the DGP said there had been only two cases of terrorist attack in Punjab this year, including the Maqsudan police station attack and the Adliwal grenade attack. These were both sensitive cases, said the DGP, assuring the people of Punjab that nobody would be allowed to harm them. He expressed concern over the movement of terrorists from J&K to Punjab but asserted that the police were keep close tabs on all such movements.

Giving details of the operation, Arora, who was accompanied at the Press Conference by DGP (Intelligence), Dinkar Gupta, and DGP (Law & Order), H S Dhillon, said that the leads provided by Bikramjit Singh @ Bikram led the police to arrest 32-year-old Avtar Singh from Khiala village in PS Lopoke, from the tube well motor shed of his uncle, Trilok Singh, early this morning. Avtar, s/o Gurdial Singh, r/o Chak Mishri Khan, is a graduate and has been donning ‘Nihang Bana’ since 2012. He was a practicing quack in his village and had no criminal history, said the DGP.

Both the pistols which the perpetrators were carrying on the day of attack have been recovered on the disclosures of Avtar Khalsa. The weapons recovered include two Pistols (.32 bore), one of them US made, four magazines and 25 live rounds, said the DGP, adding that the recovery followed the arrest of one Shabnamdeep from Patiala.

Initial investigations have revealed that Avtar was contacted on WhatsApp, a few months ago, by one Javed, who claimed to be a Pakistani national (PIO) from Dubai. The so-called Pakistani national, who spoke in Punjabi, first contacted him, on the basis of a reference, in the garb of seeking consultation for his back problem. Thereafter, he started to discuss Sikh issues with him and motivating him to target the enemies of the ‘Sikh quom’. 

A few months ago, he put Avtar in touch with one Happy who claimed to be based in Pakistan. According to Avtar, Happy would try to motivate him to carry out terrorist acts in Punjab, on the lines of targeted killings of RSS and Dera Sacha Sauda (DSS) workers in Punjab in 2016-17.

According to preliminary investigations, Avtar Singh disclosed that his maternal cousin, Paramjit Singh r/o Wadala, PS Beas is based in Italy. And that Paramjit’s elder brother, Sarabjit Singh, a constable in Punjab Police, had joined terrorist ranks, KLF (Budhisingwala). Sarabjit Singh had died in an encounter with the Police near Rayya (Beas) in 1992.  

Avtar Singh has disclosed that about two months ago, Avtar contacted Paramjit to arrange weapons to settle his enmity with some people of his village, which Paramjit assured to arrange soon. At this point, Paramjit Baba put him in touch with Happy, based in Pakistan, who Avtar had identified as the same person introduced to him by the Dubai based Pak National, Javed.  Happy promised Avtar to arrange weapons for him.

Towards the end of October or beginning of November, Avtar got a WhatsApp message from a foreign number with details of a location where weapons had been buried. On 3rd November 2018, at around 11 pm, Avtar contacted his close friend, Bikramjit Singh r/o Dhariwal, and asked him to be ready at the next morning. 
   
According to Avtar Singh, he and Bikramjit went to the given location near Majitha on 4th November 2018, and successfully retrieved a polythene bag containing two .32 bore pistols, four magazines, twenty-five cartridges and one hand grenade. After retrieval, Avtar concealed the arms/explosive in his medical store. On 13th November 2018, Avtar and Bikram carried out a recee of the Nirankari Satsang Bhawan at Rajasansi and both decided to target the Bhawan on an opportune day. On 16th November 2018, Avtar and Bikram met at village Dhariwal, planned the attack in detail, and decided to carry out the attack on 18th November. Avtar has corroborated the sequence of events of the 18th attack, as disclosed by Bikramjit 

After the grenade attack, Avtar received a WhatsApp message from a Pakistan number enquiring about his well-being and asking him to call back immediately. Avtar claimed that he had deleted the message as well as the number after the Sunday attack. 

During initial investigations, the accused has also disclosed that he initially got radicalised in the wake of the 2007 incident when the DSS chief appeared in public in the attire of Guru Gobind Singh Ji. Thereafter, he began to participate regularly in protests against the Dera Sacha Sauda (DSS) in his local area. He was an active member of Sri Guru Granth Sahib Satkar Committee and regularly participated in the protests organized by the Satkar Committee.

According to the DGP, Avtar Singh has further disclosed that he was staunchly opposed to ‘Derawad’ and all the self-styled Gurus, such as DSS, DJJS, Piara Singh Bhaniarewala and controversial Sikh preachers, including Sarabjit Singh Dhunda, Inderjit Singh Ghagga etc, and was also against the Hindu Right Wing and its leaders/workers.

Amarinder launches year-long Praksh Purb celebrations with call for unity



"Nanak Naam Chardi Kalan, Tere Bhaane Sarbat Da Bhala!” with these words, Punjab Chief Minister Captain Amarinder Singh on Friday launched the year-long celebrations of the 550th Parkash Purb of Sri Guru Nanak Dev Ji at Sultanpur Lodhi, calling upon all people to set aside their religious and political differences to join his government in making the commemorative events memorable.

Addressing a large gathering here, the Chief Minister greeted one and all on the auspicious occasion of Gurpurab and exhorted the people to reconnect with the teachings, principles and ideals enunciated by Guru Ji. He invited people from across the world to participate in the celebrations.

Former Prime Minister Dr Manmohan Singh, along with various other prominent Congress leaders, including AICC Secretary Asha Kumari and PPCC chief Sunil Jakhar, were also present on the auspicious occasion. 

Governor VP Singh Badnore joined the year-long celebrate launch ceremony and inaugurated an exhibition - `From Rabab to Nagara’, curated by historian Dr. Mohinder Singh, director of Delhi-based National Institute of Punjab Studies.

Promising that his government would do its best to observe this occasion in a befitting manner, the Chief Minister said the the state government considered itself fortunate to be given the opportunity to observe the historic event in Punjab. The government will observe the event as a non-political and bi-partisan affair, he said, appealing to all people to shed their political and other differences to come together to observe this event. 

Today, considerations of caste, creed, inequality are again rampant in our society, he lamented, adding that "We need to rise above these on the path shown by Guru Sahib.” If Punjab has to regain its number one position in the country, we need to maintain bhai-chara and saanjh and not get divided on different lines, asserted the Chief Minister.

Captain Amarinder said his Government would also welcome and respect the valuable suggestions from the Sangat, and would leave no stone unturned to make the event an occasion to cherish and remember.

Recalling the various submissions made by his government to the Prime Minister for supporting the state’s initiative for the special events, the Chief Minister thanked Narendra Modi, and the Government of India, for acceding to the requests of the State Government on behalf of the people of Punjab and Punjabis living across the world.

Captain Amarinder also congratulated all Punjabis on the Centre’s decision to develop the Kartarpur corridor, saying a long pending demand of Punjab was on the verge of fulfilment on November 26, when he would join the President of India to lay the foundation stone for the corridor. He also thanked the Government of Pakistan for reciprocating on the issue and said his government will also contribute, as may be required, to ensure timely completion of the project.

The Chief Minister said money would be no constraint for the various development and welfare projects launched/announced by him today, to ensure befitting commemoration of the historic celebrations.

Addressing the gathering, Dr. Manmohan Singh expressed gratitude to Captain Amarinder and his government for giving him the opportunity to be part of this special moment. He expressed the hope that all would rise above the petty considerations of communalism and hatred to celebrate the event in a befitting manner.

The former prime minister cautioned people against attempts by communal forces to divide the nation, and exhorted them to participate in the year-long celebration with full enthusiasm and gaiety, regardless of caste, colour, creed and religion.

Governor Badnore said it was a matter of pride for him to be part of the auspicious occasion. He called for universal brotherhood as the key message of the commemorative events.

In his address, Jakhar congratulated Captain Amarinder for the Centre’s decision to develop the Kartarpur corridor.

Punjab Chief Minister Captain Amarinder Singh on Monday said the grenade attack at the Nirankari Bhawan seemed to carry Pakistan’s signature, with initial investigations indicating that the grenade used was similar to the ones being manufactured by the Pakistani Army Ordinance factory.

The Chief Minister, who flew in from Chandigarh along with his cabinet colleague and Amritsar MLA Navjot Singh Sidhu and PPCC president Sunil Jakhar, to take stock of the situation, said the police had recovered similar HG- 84 grenade from a terror module busted by the Punjab Police last month , indicating a high probability of the involvement of inimical forces from across the border.

Prima facie, this appears to be an act of terror by separatist forces, organized with the involvement of ISI-backed Khalistani or Kashmiri terrorist groups, said the Chief Minister, adding that his government had taken serious note of the incident and was aggressively pursuing all angles of investigation. 

The culprits would soon be arrested, he promised, while talking to media persons after visiting the site of the attack. The state government has announced Rs 50 lakhs as reward for any information leading to the arrest of the assailants.

Captain Amarinder said the NIA was also helping in the investigations. He said certain leads had been unearthed by the police and same were being investigated. 

Responding to a query, Captain Amarinder said the attack could not be equated with the Nirankari conflict in 1978, as that was a religious matter and the Adliwal incident was purely a case of terrorism. Violence between the Sant Nirankari Mission and traditional Sikhs on 13th April 1978 at Amritsar had left 13 dead, and sparked the subsequent wave of terrorism in the state. Yesterday’s incident had no religious overtones, as per initial investigations, said the Chief Minister.

Asked to react to HS Phoolka’s outrageous statement accusing the Army Chief of orchestrating the Nirankari Bhawan grenade attack to prove himself right on the revival of terrorism in the state, the Chief Minister said the AAP leader was apparently `unstable.’ 

Only someone suffering from mental instability could come out with such a despicable and nonsensical statement, said the Chief Minister, after undertaking an on-the-spot assessment of the ground situation here in the wake of the grenade attack at the Nirankari Bhawan.

In response to a question, the Chief Minister said the state was already on high alert, with strict checking going on around landmark buildings and other vital public installations and infrastructure. Police nakas had been set up in all districts and patrol parties were moving around in search of suspicious objects/activities, he said, directing the district and police administration to explore the possibility of installing CCTV cameras at all strategic points.

Meanwhile, the Chief Minister, who visited the IVY Hospital to meet the injured, has announced jobs for the kin of those killed in the attack and Rs 50000 each to the injured, in addition to their free treatment.

Accompanied by top police and administrative officials, the Chief Minister went around the site of the attack and examined the spot from where the grenade was lobbed by two men. The men, armed with a pistol and their faces covered, had forced their way into the Bhawan after taking the civil guards hostage at gun point. They had lobbed the grenade into the prayer room, killing three and injuring 15 people.
 

Earlier, on his arrival, the Chief Minister was briefed by Home Secretary NS Kalsi, DGP Suresh Arora, and DC Amritsar Kamaldeep Sangha, who updated him on the progress of the investigations so far.

Punjab Chief Minister Captain Amarinder Singh has ridiculed Akali Dal leader and his predecessor, Parkash Singh Badal, for the latter’s desperate attempts to divert public attention from the ongoing SIT investigation against him in the Kotkapura and Behbal Kalan firing cases by claiming it to be politically motivated.

Reacting to Badal’s statement that the SIT was working under his "influence”, the Chief Minister said that the government’s job was over after it abided by the unanimous decision of the Punjab Vidhan Sabha and formed the investigating team. 

"SIT is an independent entity and the government has no role in its functioning”, said the chief minister, adding that it was now up to the investigating officers to carry out the investigations in the manner they deem fit.

In a statement issued here on Saturday, the Chief Minister said that the SIT comprises highly competent officers and they are free to summon and question anyone. "If anyone is found guilty by them, they will make a report and submit it to the court for further action”, he said, adding that his government had no role whatsoever either in the ongoing investigations or their outcome.
 

The Chief Minister said that it was absolutely ridiculous for Badal to even suggest that the SIT report will be written by Punjab’s Advocate General. "Unlike you, Mr Badal, I believe in the law of the land and fair investigations”, said the Chief Minister.

Accusing Badal of playing the victim and indulging in theatrics by claiming that no democratically elected Chief Minister had been ever called for questioning in independent India, the Chief Minister said that it seems age had caught up with him and he was suffering from amnesia. "Under your government, I was summoned and questioned by the police on frivolous charges at the Patiala circuit house”, said the Chief Minister, while advising Badal to face the investigations as a law-abiding citizen.

Punjab Chief Minister Captain Amarinder Singh will launch his government’s year-long celebrations to commemorate the 550th Parkash Purab of Guru Nanak Dev on November 23.

The Chief Minister will lay the foundation stone of several development projects in the holy city of Sultanpur Lodhi on the occasion of the Gur Purab of the first Sikh Guru, thus marking the inauguration of the series of events planned to mark the celebrations of the 550th Parkash Purab of Guru Nanak Dev.

Prior to the launch of these celebrations from Sultanpur Lodhi, the Chief Minister will chair a meeting of the state coordination committee on November 19, and will also meet the representatives of Sant Samaaj to finalise the modalities for the celebrations, according to an official spokesperson.

The Chief Minister was personally monitoring the progress of the commemorative celebrations, said an official spokesperson. He has directed his Chief Principal Secretary Suresh Kumar to keep tabs on the progress.

Accompanied by Local MLA Navtej Singh Cheema and other leaders, Suresh Kumar had reviewed the arrangements for the formal launch of the year-long celebrations at Sultanpur Lodhi on October 23. Subsequently, District and State Level Committees were constituted, with the Chief Minister’s approval, for coordinating various activities.
