Amarinder asks for a detailed socio-economic profiles of Amritsar train tragedy victims



Chandigarh, October 21: To ensure speedy, need-based solution for the rehabilitation of the victims of the train tragedy, Punjab Chief Minister Captain Amarinder Singh on Sunday directed Amritsar DC and Commissioner Police to make a detailed socio-economic profile of each of them.
 
The Chief Minister, who had met some of the survivors of the accident in the hospitals yesterday, was moved by tales of two young women, who had lost their entire families, including children and husbands, and in one case even her in-laws.
 
Anguished at the plight of such survivors, the Chief Minister had then told his Chief Principal Secretary Suresh Kumar that the government will have to do more than just give Rs five lakhs as compensation to the kin of the dead, especially in cases where the victims are poor. The Chief Minister had made it clear to his CPS that a proper system would need to be worked out to ensure that such survivors are rehabilitated by the state government at the earliest, and are not left to fend for themselves.
 
On Sunday, while reviewing the situation in the aftermath of the train tragedy, the Chief Minister directed the district officials to prepare detailed socio-economic profiles of the victims. He also directed that ration, clothing, medicines etc be provided to the families of the victims, as most were from the economically weaker sections of the society. 
 
The Chief Minister also reviewed the relief and rehabilitation work with the Crisis Management Group of ministers, headed by Health Minister, Brahm Mohindra, and directed them to take immediate steps for early disbursement of the compensation.
 
All steps should be taken for the effective rehabilitation of the survivors and the families of the victims, Captain Amarinder Singh told the Crisis Management Group, which he had set up on Friday night, immediately after receiving the news of the tragic disaster.

This Dussehra, will we allow a train to mow down our innate humanity?



PUNJAB is sad today. Very sad. Our grief is too solemn for any words.

It's not that Punjab does not have its brush with death every day, just like our other compatriots. It's just that some times, the manner of deaths and the sheer scale of tragedy hits us deep down.

This Dussehra turned out to be a day like that.

As of now, more than 70 people are feared dead and several others injured in the train accident near Joda Fatak, a level crossing gate. The sketchy details available so far suggest that Dussehra revellers were watching the Ravana effigy bursting into flames close to the tracks. The crowds had spilled on to the railway track when the train struck at high speed. Some reports spoke of two trains crossing in the opposite direction at the same time. The tragedy happened a few metres from the closed Gate Number 27 between Manawala and Amritsar in an area called Dhobi Ghat near Golden Avenue.
 
MOS Manoj Sinha is on his way to Amritsar. GM Northern Railway is also on his way. Governor Punjab is on his way. Amarinder Singh says he will go tomorrow. Reason - He doesn't want to go by road. No chopper, no Amritsar.

THE FACT IS that we take human life far too casually, and only a tragedy of this scale and nature shocks us at times. Our capacity to lapse back into our chaotic comfort zones has become immense by now. Read this piece after a couple of months and you will feel far less impact. That's a measure of the loss of our humanity.

As time passes and we have more authoritative versions, there will be more clarity, but some questions are pertinent.

Some of these questions are obvious, and will definitely be asked. Others are less likely to be asked, and are even more important.

Why was such a public event, likely to attract hundreds of people, held so close to the railway tracks?

Did anyone apply for permission from the relevant authorities?

Did anyone inform the railway authorities that people are likely to be there in their hundreds near the level crossing?

Was the event held at the same place in the past too?

Are other events also organised at the same spot, not just Dussehra?

There are other questions, which, if they catch the imagination of the masses, can prevent such tragedies in future.

In an atmosphere surcharged with religiosity and our politics punctuated by routine displays of organised religion, does an officer really have the power to deny permission for a religious event?

How interfering are our politicians when it comes to implementation of standard guidelines, rules, procedures?

The one question you need to ask after watching the coverage on television and reading about it in the newspapers is this: Are we really human?

At how many places was Dussehra celebrated in Punjab, and effigies of Ravana burnt, and how many of them had applied for permission?

What are the minimum conditions that organisers have to fulfil in order to become eligible for such permission?

What was the availability of ambulances, fire brigade services, first responders, rescuers, fire fighting equipment and fire fighters on a day when Punjab witnessed Ravana effigies bursting into flames at hundreds of places?

In fact, will the PMO act and make public the due diligence carried out at the Luv Kush Ramlila Committee event at Ramlila Grounds in Delhi that Narendra Modi attended and where he aimed that faux arrow from a faux bow into the faux nabhi of Ravana effigy?

Across the state, the best public hospitals routinely shut down their OPD on any festival day. In which part of the world is that considered a norm, or even humane?

At how many places in Punjab, Haryana or Chandigarh was a Ravana effigy burnt close to a petrol pump?

At how many places did the Deputy Commissioner of any district in Punjab inspected the site of Dussehra celebrations during a surprise check? Can the state government release the report of such a time and date stamped surprise check? 

Can the authorities in any district of Punjab release the copy of communication sent by the district administration to fire brigade services that included information about all the sites where permission for Ravana-dahan had been granted?

At how many sites did the authorities notice a Ravana-dahan event without authorisation?

What was the due diligence carried out by Navjot Kaur Sidhu who was the chief guest at the event?

What was the due diligence carried out by other chief guests at sundry other events? 

There are a hundred more such questions, but you get the gist.

Punjab is losing far too many people in road accidents every day, but it does not become a political issue because our political parties need issues that can actually brush serious issues aside.

So the BJP needs some Hindu, Muslim, Love Jihad, Cow issue, the Akali Dal needs some Navjot Sidhu/Sukhpal Khaira issue, and the Congress needs some Bargari style issue to create grounds to marginalise the Badals and disempower the SGPC's hold on gurdwaras.

Meanwhile, trains can maul through the crowds at full speed, and we can nurse our grief for a few days till we lose a part of our humanity further and fall into a routine of tragedy-condolence-compensation-inquiry-forgetting.

That train just crushed our souls and bared our apathy. 

The one question you need to ask after watching the coverage on television and reading about it in the newspapers is this: Are we really human?

Will we be tomorrow also?

Former CM tells Amarinder that he requires no security cover 
 
Chandigarh October 17 – Five times Punjab Chief Minister Parkash Sigh Badal said here today he would consider it a great fortune and a matter of honour to lay down his life for the cause of peace and communal harmony, especially for strengthening the bonds between the Hindu and the Sikh communities.

”Peace and communal harmony are an item of faith with me and I am not afraid of any threats or conspiracies of those who wish to take my life just because my continued presence is a hindrance in the path of their wish to set Punjab aflame again. "These elements who have always had the backing, secret and not so secret, of the Congress party are still active in Punjab with the backing of the Congress. This unholy combine is bent upon forcing the  Sikh masses into the deadly bloodbath of the 1980s from which Punjab and the Sikhs have not yet fully recovered. I consider no price too high to save the Sikhs and the other Punjabis from this deadly conspiracy,” said Badal.

Badal also declared that he required no security cover being offered by him and said that the government may withdraw whatever security umbrella they deemed unnecessary.” Perhaps it is hard for you to understand but I wish to make it clear that I am ready to die for peace and communal harmony and have no need for any government security. Not to speak of any additional security, I request you to withdraw whatever security you need to withdraw from around me,” Badal told the Punjab CM.

Badal said that instead of playing gimmicks such as offers of security, the Chief Minister should focus on preserving peace and harmony and on saving the state from slipping into a dangerous anarchy. "They must stop playing the dangerous communal games aimed at causing communal tensions in Punjab. The people of the state have already lost thousands of their innocent near and dear ones to such nefarious and cynical games," he said.
 
"Everyone knows that the Congress has always been behind dangerous slogans and radical politics in Punjab with the sole aim of depriving the Sikhs the right to serve their sacred shrines through their own elected representatives. Their real aim of the Congress is to weaken the Khalsa Panth by grabbing control of the SGPC, a fact which Captain Amarinder Singh has  now openly admitted. This naked ambition of the Congress and the injustice and discrimination against the Punjabis in general and the Sikhs in particular by successive Congress governments, were behind the tragedy of Punjab in the 1980s culminating in the tragic army assault on Shri Harmandar Sahib and the brutal massacre of thousands of  innocent Sikhs in Delhi and other parts of the country in 1984,”said Badal.

Badal scoffed at Captain Singh’s  double-speak on the brazen denial of  the support he is lending to the radicals to destabilize Punjab on the one hand and his open admissionof the Congress's naked desire for grabbing control fo the Sikh shrines and institutions, including the SGPC on the other. "Captain Singh openly declares his party’s policy and programme to grab control of the SGPC. In the same breath, he says that the Congress party is a secular outfit and will not play religious politics. And then, he adds that he would not support the radicals for this purpose either. Then, may one ask, how does he plan to grab control of the SGPC? The cat is truly out of the bag,” said Badal.

Badal asked Captain Singh to learn from the tragic lessons of the past and refrain from pushing Punjab back into the flames of 1984.

To give investment incentive on intrastate sale, Punjab will amend industrial policy



Chandigarh, October 17: In a bid to boost industrial development in the state, the Punjab Government has decided to amend the Industrial and Business Development Policy 2017 to give investment incentive by way of Net SGST on intrastate sale.

The decision was taken at a meeting of the Cabinet, chaired by Chief Minister Captain Amarinder Singh.

The Cabinet noted that since the government could not give direct concessions to industry in matters of land acquisition etc, other incentives should be provided through amendment to the policy so that both the state and the industry get the best deal through measures such as global tendering.

The Cabinet observed that for effective implementation of the policy there was need to explicitly define and explain the term `Net SGST Incentive’. A series of meetings/consultations were held amongst departments of Excise & Taxation, Finance, Industries & Commerce and Investment Promotion. After deliberations, a detailed formula for different eventualities was finalized in the meeting under the chairmanship of the Finance Minister.

According to the new formula, incentive amount would be calculated based on output IGST (or CGST+SGST), that would be called GST rate for formula. Overall quantum and/or period for claim of incentives shall remain same as defined in IBDP-2017 (as amended from time to time) for the respective category. Availing of incentives up to the overall ceiling i.e. 200%/125%/100% of FCI, as applicable, shall depend on the capacity utilization of the unit during the eligibility period.

The incentive under the present policy would only be applicable for such investment proposals where Common Application Form has been submitted by March 31, 2020.

The spokesperson said that this formula would be subject to various conditions. In the case of a unit with multiple outputs having more than one GST rate, the incentive amount shall be calculated pro rata to the respective sales (value as defined in GST law) of eligible outputs.

If the amount calculated as above is less than 2.5% of the FCI in any particular year, the unit will be entitled to get such difference as the additional amount of incentive, subject to the fact that it has been able to achieve sales of three times of the FCI. For example, if the GST incentive for a unit with FCI worth Rs 100 cr and sales of Rs 310 cr in a FY comes to Rs 1 crore in the FY, the unit shall be able to get an additional amount of Rs 1.5 cr as incentive. The unit operating for a part of the year of the incentive period will get the amount on pro rata basis, with the requirement of sales being three times of FCI also applying on a pro rata basis.

Chandigarh, October 17: The Punjab Cabinet led by Chief Minister Captain Amarinder Singh on Wednesday approved a policy to allow promoters to surrender the licenses in case they are unable to develop colonies or complete development works in colonies.

The policy was necessitated in view of the difficulties faced by such promoters, according to an official spokesperson, who said these promoters will now be able surrender the licenses issued to them under the Punjab Apartment and Property Regulation Act, 1995, subject to certain conditions.   

Section 5 of the Punjab Apartment and Property Regulation Act, 1995, provides for issuance of licenses to promoters for developing colonies. If a promoter fails to comply with the conditions of the license issued to him, the license may be cancelled under provision 5 (12) of the Punjab Apartment and Property Regulation Act, 1995. However, due to slump in the real estate sector, some promoters were unable to develop colonies or complete the development works in the colonies, and they wanted to surrender their licenses but could not do so, in the absence of any provision or policy.

A committee was constituted under the chairmanship of Additional Chief Administrator (F&A), PUDA, with Engineer-in-Chief Town Planner, Punjab, Senior Town Planner, GMADA, Legal Advisor, PUDA and Estate Officer (Policy) as members, to examine the matter. Meetings were held by the committee members who came to the conclusion that many promoters were willing to surrender licenses issued to them in respect of their colonies.

Giving details of the new policy , the spokesperson said that the surrendering of license would be allowed in cases where the promoter had not sold/allotted/leased out any plot/apartment and not undertaken any development works at the site of the colony. The promoters will submit an affidavit attested by an Executive Magistrate assuring that no sale deed/allotment/lease deed for any plot/apartment/villa/house has been executed in the said colony.

In cases where the promoter has sold/allotted/leased out any plot/apartment, the promoter will obtain irrevocable consent from the allottees/plot holders/apartment owners in the form of affidavit attested by an Executive Magistrate regarding no claim on the said property. However, if any construction has been raised in the licensed colony, the same has to be demolished by the promoter first, restoring the land to its original form, to the satisfaction of the competent authority.

The spokesperson said that before surrendering the license of the colony, a 30-day public notice, inviting objections from the public, will be got published by the competent authority, the cost of which will be borne by the promoter, in two national daily newspapers having wider circulation in the locality. If any objection is received after publication, the authority will take appropriate decision after hearing the parties concerned.

The charges deposited by the promoter on account of Change of Land Use, license fee, SIF will not be refunded. The promoter will be solely responsible for any legal claims/liabilities in case he/she has availed any bank loan etc. on the basis of license.

Before issuance of approval for surrender of license, the promoter will submit an affidavit, duly attested by an Executive Magistrate, declaring therein that he/she will not sell any plot sub dividing the land under the colony without obtaining requisite approval/license from the competent authority, failing which legal action will be initiated under the appropriate provisions of the Punjab Apartment and Property Regulation Act, 1995. The approval for surrender of license will be uploaded on the website of PUDA/Authority concerned for information of General Public.
