Poll bonanza: Punjab govt regularises jobs of 30,000 employees



Announcing a major Diwali bonanza, the Punjab government today regularised the services of its over 30,000 employees working on contract/adhoc/daily-wages/temporary/work-charged basis in various government departments/boards/corporations and societies in the state. The land mark decision, which will also impact the future of thousands of other employees working on contract through private outsourcing agencies or contractors, as they would now become contract employees of the state government. This decision comes into force with immediate effect.
A decision to this effect was taken during the Cabinet meeting chaired by the Punjab Chief Minister S. Parkash Singh Badal here at Punjab Bhawan this afternoon.

Disclosing this here today, a spokesperson of the Chief Minister’s Office said that a proposal to this effect was cleared yesterday at a meeting of the Cabinet Sub Committee chaired by the Sukhbir Singh Badal.

It may be recalled that the last decision on regularisation of employees was also taken during the SAD-BJP government in its last tenure when more than 45,000 contract employees were absorbed as regular members of the government staff. Whereas, no employees were regularised during the 2002-2007 tenure of the Congress government headed by Captain Amarinder Singh. On the contrary, the Amarinder government had slapped a blanket ban on fresh recruitments and regularisations. Even the posts falling vacant due to retiring employees were scrapped or allowed to lapse so that they could not be filled even at future date. However, the SAD-BJP government filled those posts with contractual employees who have now been regularised with today’s decision.

Both the CM and the Deputy CM were of the view that these contractual employees had come to the aid of the government when the government required their services at a short notice and had been working diligently and conscientiously since then. They have gained precious experience on the jobs and this experience cannot be allowed to go in vain. The state owes it to the families of thee employees to absorb them now as regular and proud members of the government, added the spokesperson.

The services of Group A, B & C employees working on contract/adhoc/daily-wages/temporary/work-charged basis in various government departments/boards/corporations and societies, who have completed three years of continuous service, fulfilled educational qualifications and age limit at the time of initial appointment and were recruited in a transparent manner would be regularized in the concerned departments, boards, corporations and societies etc. The existing pay of these employees would be protected and continue to draw this salary for three years.

Another category of Group-D employees, who have already completed three years of service and working on contract/adhoc/daily-wages/temporary/work-charged basis in various government departments/boards/corporations and societies and fulfilled the requisite criteria at the time of initial appointment, would also be regularized in the concerned departments, boards, corporations and societies etc. The pay of these employees would also be protected and continue to draw the same salary for three years.

In another significant decision, the Cabinet also decided to "adopt” all the employees who have been taken through private outsourcing agencies or contractors. These employees will no longer be on contract with the private contractors but would be shifted straightaway to a direct arrangement with the government. "They now become government’s own contractual employees and will be eligible to benefits which were normally available to other contract employees in their respective categories, mentioned the spokesperson.”

The Cabinet also directed the Chief Secretary to ensure that all the cases related to employment on compassionate grounds in all departments should be decided and disposed off on priority within a period of three weeks.

In another land-mark decision, the Cabinet further decided that the entire backlog of posts related to all reserved categories which included scheduled castes, backward classes, physically handicapped should be immediately filled up through a special recruitment drive.

The Chief Minister also intervened to ensure that the employees were given benefits of the services they have already put in and must not be taken in as fresh recruits. They will be given pay protection and will be allowed to draw pay equivalent to the last pay drawn by them.

Punjab CM Mr. Parkash Singh Badal today dedicated one of the world’s best heritage street with ethnic outlook from Townhall to Sri Harmandir Sahib besides another magnificent entrance gate depicting marvel of ancient Sikh architecture as an integral part of Amritsar Beautification Project to the humanity.

Addressing the public gathering at the entrance plaza of Sri Darbar Sahib, the CM said that it goes to the credit of SAD-BJP government, which undertook momentous task to preserve the glorious cultural heritage of Punjab through state-of-the-art memorials and monuments viz. Virasat-E-Khalsa, Chotta and Wada Ghallughara, Baba Banda Singh War Memorial, State War Heroes Memorial & Museum. Apart from these, Jang-E-Azadi Memorial, Baba Jeevan Singh (Bhai Jaita Ji), Guru Ravidass Ji Memorial and Bhagwan Valmiki Sthal would soon be dedicated to the mankind in the coming days. Concerted efforts of the state government in this regard, were to perpetuate the glorious and rich legacy of our great culture especially amongst the younger generations so as to enable them to connect with their roots. He categorically said that those nations who tend to forget their cultural past and heritage were bound to be vanished with the passage of time. Henceforth, it was our bounden duty to preserve our rich cultural heritage for the future generations till eternity.
 
He further said that we were fortunate enough to restore the pristine glory of the passage leading to Sri Darbar Sahib with original grandeur and facade to have the feel of aura of divinity in the precincts of Sri Harmandir Sahib. Badal said it was not merely a development project but a composite plan aimed at reviving the ethnicity in the environs of Sri Harmandir Sahib since the times of great Sikh Gurus. The entire beautification plan brings Sikh architecture at centre-stage to represent the true character of holy city of Amritsar, the first and foremost Centre of Sikh religion.CM also announced to construct magnificent gates on all the ways leading to the Sri Darbar Sahib.

The Chief Minister recalled that such projects came into existence only with the grace of Almighty and this came true when he visited Israel way back in mid 90s and incidentally met world renowned architect Moshe Safdie there and offered him to prepare a layout plan of Khalsa Heritage Complex, which was a distant dream but our firm commitment transformed this concept into a reality as a world class monument on the earth. He said even the beautification project of Amritsar was an outcome of stupendous efforts and cooperation rendered by everyone and he was personally indebted to Sukhbir Badal and his entire team besides every shopkeeper, trader, engineer, worker and a labourer, who have immensely contributed for the timely completion of this prestigious project.

On this momentous occasion, the Deputy CM,Sukhbir Badal said that one year back the surroundings of Sri Harmandir Sahib were in a pitiable condition with congested streets and traffic woes adding to the problem and leading to chaotic conditions everywhere.

Badal also said that the townhall and heritage street transformation project were completed in a record time with all the people connected with the work taking it as a mission. He also said that this is not the end of the project albeit it is just a beginning for heralding the total beautification and transformation which the holy city would witness during the course of next 5 years.

Terming the project as a ‘Sewa’ bestowed on him by the Akalpurkh, he said that no political angle should be seen into it as it was a project dear to him in terms of being a devotee. He further elaborated that not only people from all over India but from around the globe are coming to see this marvel in architecture and culture and are in complete awe of the wonderful place.
 
Sukhbir disclosed that the interpretation center is the main highlight of the place where the Sikh history, religious philosophy, ethos and culture would be showcased serving the purpose of educating not only the young generation of the state but also the foreign tourists who exhibit immense interest in learning about the history and culture of Punjab and Sikhs especially the numerous sacrifices that they have made.

Exhorting all the Punjabis in particular the Sikhs to come and see the wonderful place, Sukhbir said that this unique endeavor of the Punjab Government would go a long way in preserving the architectural, cultural and historical heritage of the state besides serving as a shining beacon of humanity to every member of the human race inhabiting the world.

Jathedar Sri Akal Takhat Sahib Giani Gurbachan Singh in his address said that city’s beautification project has added to the grandeur of holy city of Amritsar manifold and it was a matter of great satisfaction and pride for every Punjabi especially the Sikhs.

Punjab Congress president Captain Amarinder Singh on Monday announced that he would launch an investigation into each one of the multiple scams that the Badals are involved in, and vowed to teach them a lesson for failing the people of the state.
 
Captain Amarinder told mediapersons during his Kisan Yatra roadshow that the Badals had been brazenly looting the state through a series of scams – from drugs to the bus permit scam to sand smuggling and liquor mafia. "We will have each one of these scams thoroughly investigated, following the due process of law, and put every one of the guilty behind the bars,” said Captain Amarinder.
 
In a similar vein, the Punjab Congress president vowed to teach the Badals a lesson for failing to procure the farmers’ paddy from the mandis in Punjab on time, and assured the farmers that nobody involved in harassing or cheating them would be spared.
 
Capt. was addressing mandi meetings with farmers in Moga and Faridkot districts of the state on the first day of his three-day Kisan Yatra roadshow.
 
"Inha Baadlan ne tuhada jhona nahin chakeya, par main inhan nu chakkunga (These Badals did not pick up your paddy, but I will pick them {Badals} up),” He declared.

The Shiromani Akali Dal strongly condemned the statement of Capt Amarinder Singh threatening the Akali leadership by saying "today the people are burning your effigies, tomorrow they will actually be after your life” and said that this amounts to provoking the people to physically harm the  SAD leadership. It shows the extreme frustration of Amarinder Singh and his dangerous moves and evil designs to capture power in the state of Punjab.

Strongly reacting to the  statement of PPCC Chief, the SAD Secretary and Spokesman Daljit Singh Cheema said that no one imagined that Congress Chief will think so low about their political rivals. This is a criminal act which cannot be approved by any right thinking individual in the state and the country.

Cheema further said that the Congress party is trying to create law and order situation in the state by  physically attacking the political opponents as well as attacking and  insulting the law enforcing agencies in order to demoralize the state force. He said that when the state Chief Minister has himself respectfully gave a patience hearing  to the agitating Congress workers and even ordered and inquiry at the highest level to be conducted by the DGP of the state in a limited time frame, then it was the duty of the Congress party to have waited patiently but since there motto is create disturbance in the state, they have chosen a path unwarranted confrontation and even threatening the senior SAD leadership.

The SAD leader urged Amarinder Singh as a responsible way and reminded him that SAD is never afraid of such bogus threats. His diversionary tactics will not be able to deviate the SAD from the agenda of peace, communal harmony and development of the state.

Evacuation called off in Punjab's border villages



Finally there is much respite in the entire border belt of Punjab after government reversed its nine-day-old orders of evacuation of village falling within ten kilometre range of international border with Pakistan following Indian Army's surgical strikes along LoC to avenge Uri terrorist attack.
 
A decision to this effect was conveyed by the Union Home Minister Rajnath Singh at Jaisalmer to the Punjab Dy. CM Sukhbir  Badal during a meeting of Border States at Jaisalmer this afternoon.
 
The Centre had on September 29 asked the state to evacuate people residing in border villages, which included Ferozepur, Fazilka, Amritsar, Taran Tarn, Gurdaspur and Pathankot. 

Earlier, in the wake of surgical strikes by Indian forces into Pakistan occupied Kashmir (PoK), the Centre had ordered evacuation of people from areas within ten kilometres of the Indo-Pak border. The evacuation had been ordered apprehending Pak reaction to surgical strikes. Since Pakistan chose to deny the surgical strikes, the chances of a Pakistani military reaction also disappeared.

Disclosing these developments, Punjab Chief Minister’s Advisor on National Affairs Mr. Harcharan Bains said that the Punjab government has decided to allow people to return to their homes in border areas.
 
Reacting to the recent development, Punjab Pradesh Congress Committee president Captain Amarinder Singh said that reversal of evacuation orders from border villages by the government only vindicated his stand that it was not required.

Claiming that the evacuations orders had been ordered to create war hysteria for vested political interests by the Akali-BJP alliance he said, "Since the decision boomeranged on them, eventually they had to withdraw these".

However, he questioned that who would compensate for the losses and harassment suffered by the border villagers who were forced out of their homes to go homeless for all these days without any rhyme or reason?"

He said despite withdrawal of evacuation orders, he would still go ahead with his scheduled border tour and would spend a few days in villages situated along international border with Pakistan from October 10.
