MUKTSAR SAHIB, JANUARY 14: In an overtly political speech on the occasion of Maghi Mela, Akali Dal president Sukhbir Singh Badal today slammed those arguing against political rallies on historical Sikh religious occasions, said the principle of Miri-Piri intertwines politics and religion, and gave a clarion call to Punjab's electorate to help the Akali Dal-BJP combine win all 13 seats.

"Aapan hankari raje tau badla laina hai, vote paa ke. Ikk vari tusi saariyan teran (13) diyan teran (13) seeta jita diyo, phir bus tuhada hee raaj challooga. It's just a matter of eight-ten more months," Sukhbir Singh Badal told the huge gathering.

Resorting to a dramatic presentation of Amarinder Singh's promise to the farmers and farm labourers of waiving off their debts, ensuring a job for each household and promise of unemployment allowance, Sukhbir Singh Badal said it all turned out to be a bunch of deliberate false promises.
 

He said Amarinder government had promised the moon, but delivered a farm waiver of negligible scale. "They have not even looked towards the farm labourers,” he added.

Ridiculing the government's claims of inheriting an empty treasury, Sukhbir Singh Badal said the government should know how to manage things, and then went hammer and tongs after cousin Manpreet Singh Badal, the Finance Minister of Punjab.

"Jinna zulm Manpreet Badal ne Gidderbaha halke walian utte keeta, jiven Mughal karde si," he added.

"In contrast, (Parkash Singh) Badal Sahib fulfilled every promise that he had made, including free power to farmers and compensation for crops destroyed due to inclement weather," the SAD chief said.

"Aseen jo kiha tuhanu, uh poora keeta ke nahi? Main kiha si sadka eho jihiyan bana diyange, bhaven bomb sutt diyo.. hun ja ke sadak dekho Bathinda-Chandigarh wali!"

"Sikh community respects all religions...Sikhs made the maximum sacrifices for the country before the Independence as well as after it," he said.

"Our Shiromani Akali Dal is a 97 year old party. Sikh quom di numainda jathebandi hai," Sukhbir Singh Badal said, adding, "Whenever Punjab has made any progress, whatever has been achieved in Punjab, it has been only during the chief ministership of Parkash Singh Badal...There would not be a single household in Muktsar which my father Parkash Singh Badal would have visited."

The Akali Dal president also slammed the Aam Aadmi Party and the Congress for joining hands in fooling the Punjabis, who, he said, fell for "their lies." 

"Aapa'n thagge gaye (We have been robbed)," he said.
 
Manpreet Badal pays tribute at Maghi Mela 
 
Meanwhile, Punjab Finance Minister Manpreet Singh Badal on Sunday announced several projects for the development of Muktsar, including construction of Railway over Bridge (ROB) on the Jalalabad Road, as well as upgradation of the stadium and the Panjab University Regional Centre.

The Minister made the announcements at a press conference after paying tributes, on behalf of Chief Minister Captain Amarinder Singh, at the Maghi Shaheedi Jor Mela, in remembrance of the 40 Muktas, and after paying obeisance at the Muktsar gurdwara.

On the issue of the Akali decision to hold political conference at the Mela, Manpreet said religious functions should be free from politics, as also asserted by the Chief Minister. The Congress had strictly followed the directive of the Akal Takht by not holding any such conference at Fatehgarh Sahib, and now at Muktsar, and all other parties should also do the same instead of trying to take political mileage through such programmes, he added.

Chandigarh: PPCC President and Gurdaspur MP Sunil Jakhar have lambasted Shiromani Akali Dal (SAD) for misusing the Panth to score political gains. 

Asserting that Congress had in principle followed the directions issued by the Akal Takht in letter and spirit to avoid holding political conferences during the religious congregations, broadly known as Jor Melas, he said the party believed in allowing devotees concentrate on paying reverence to the holy places. The decision to not organize conference during the Maghi Mela at Muktsar was a part of the revised policy adopted following the Akal Takht directions. "We are against vitiating the spiritual environment at holy places, he added. 

Stating that SAD has got no moral right to cry hoarse against others during the political conference in Muktsar, he asked why Parkash Singh Badal and Sukhbir Badal who belong to this district did nothing to make the holy city beautiful during their 10-year rule. 

Recalling that Congress government had upgraded Muktsar as district in 1995, Jakhar said that historic gates were erected in the holy city during the tenure of Captain Amarinder Singh as Chief Minister (2002-2007). Congress led government had also erected a memorial (Mukt-e-Minar) to pay respects to 40 Muktas. Later SAD led government completely ignored Muktsar in development work even as it was the ruling Badals’ home district. "The Akalis only know to exploit feelings of people on the garb of religion, they do not care for religion and tenets,' Jakhar observed.

Chandigarh: Punjab Chief Minister Captain Amarinder Singh on Saturday lambasted the Akalis for raising a hue and cry over the farm loan waiver package and trying to project themselves as messiahs of the farmers to promote their petty political interests, after pushing them into vicious debt traps with their lopsided policies.

Dismissing as senseless their obnoxious demand for a Rs 90,000 crore farm loan waiver package after doing nothing for the farmers during their decade-long rule, the Chief Minister said the Akalis were trying desperately to pick at straws in a bid to find some issue to play to the public gallery and revive their political fortunes.

In a statement issued here on Saturday, Amarinder reacted strongly to reports that the Shiromani Akali Dal (SAD) had submitted a memorandum to the Punjab Governor seeking directions to the government for a Rs. 90,000 crore loan waiver. If they were so concerned about the plight of farmers why did they not do anything for the uplift of the farming community all these years, he asked, lashing out at the Akalis for playing to the public gallery on such a sensitive issue, which had serious financial implications.

In fact, the pitiable condition of the farmers was the result of the anti-people policies of the erstwhile Akali government, said Captain Amarinder, blaming them squarely for the sufferings of every section of Punjab’s populace.

The Akalis led by the Badals should, instead of indulging in criticism, appreciate the work done so far by the Congress government in bringing the state’s economy, which they had left in a dismal mess, back on the track to some extent, and in initiating the loan waiver process, said the Chief Minister.

That the government had succeeded in raising enough funds to start the process of loan waiver for small and marginal farmers indebted to cooperative institutions was a remarkable achievement considering the prevailing situation, he said, adding that the Akalis were obviously trying their best to promote their political interests over the farm debt waiver issue.

Their demand now for complete waiver showed not only shocking lack of understanding of the ground situation in the state but also reflected their desperation to get back into the public limelight after being virtually thrown into political oblivion over the past 11 months, beginning with the Assembly polls in February, he said.

On the issue of the sacrilege cases, the Chief Minister said the Akalis were obviously looking for ways and means to save their skin in view of their imminent expose for their evident complicity in such cases. But, he warned, these acts would not help the Akalis evade justice for their misdeeds and misdemeanors of their decade long rule.

The Chief Minister urged the Akalis to work as a constructive opposition and join hands with the government in ensuring the development of the state and all sections of its populace.

CHANDIGARH: When was the last time you saw the Punjab Government holding a mega event attended by thousands of farmers, and then issuing press releases and making statements that it was actually very necessary to hold the mega event?

In fact, on such shaky grounds did the Amarinder Singh government feel merely 72 hours after the public jamboree at Mansa that today it actually discussed in a top level meeting if such an event should have been held, and whether similar events be held in the future.

So important was the issue for the Amarinder Singh government that an official statement informed the people that CM Amarinder Singh, Finance Minister Manpreet Badal, Power Minister Rana Gurjit, Rural Development and Panchayats Minister Tript Rajinder Singh Bajwa, along with Chief Principal Secretary to CM Suresh Kumar, Chief Secretary Karan Avtar Singh, Principal Secretary Tejvir Singh, Special Secretary Gurkirat Kirpal Singh, Additional Chief Secretary (Development) Viswajeet Khanna, Additional Chief Secretary (Cooperation) DP Reddy and Punjab Pradesh Congress Committee (PPCC) president Sunil Jakhar discussed the issue.

If the chief minister's advisors think that by terming the kisan unions as bodies indulging in false propaganda that harms the farmers, they are serving the Chief Minister and scoring brownie points for their political boss, then they are living in a fool's paradise, said BKU (Ugrahan) gen sec Sukhdev Singh Kokri Kalan.

The Punjab Government has been facing strong criticism for holding the mega-event where debt-ridden farmers who had not been able to pay off their debt were called to the stage one by one, with the entire world watching, and were given certificates announcing that their measly debt has been paid off by the state government.

The stories about farmers being handed over 6-feet long ridiculously mammoth certificates have put the Amarinder Singh government and its image managers in the dock as long time watchers of Punjab politics said scenes of such public humiliation of the poor in the name of sarkari benevolence seemed to be a thing of the past. 

Here is the Punjab government's official defence of its decision to publicly put out the lists of the defaulter farmers, pasting these lists in the very villages where they and their relatives live, and then calling out the names of the farmers and handing them out the huge 6-feet long 'Parman Patars': 

"The meeting was in favour of public presentation of the certificates so that the farmers are not misled on any count by the opposition or certain kisan unions seeking to promote their vested interests through false propaganda."

A senior policy analyst said since Amarinder Singh had spoken to farmers in tens of rallies in the run up to the election that his government will waive off the farmers' debt, and since then, his government has issued hundreds of press releases and has spent lakhs on advertisements, besides the CM and his ministers appearing in tens of television interviews and giving sound bytes to media, it was remarkable that the government still thinks certain kisan unions can undertake some "false propaganda."

"By making public the names of the farmers, by calling out their names from a public address system, and by their handing over the 6-feet long certificates to farmers, the government had merely insulted the farmers for their poor economic situation, their poverty. With this new and official defence of the public function, it has also insulted their intelligence. Is the government telling the world that Punjab's farmers are so foolish, so gullible that they will not understand what is utterly false and what is so beneficial to them?" said Sukhdev Singh Kokri Kalan, general secretary of Bharti Kisan Union (Ugrahan).

He said if the chief minister's advisors think that by terming the kisan unions as bodies indulging in false propaganda that harms the farmers, they are serving the Chief Minister and scoring brownie points for their political boss, then they are living in a fool's paradise.

A government official privy to the discussions in the meeting but who had strong reservations about the scale and style of the event said the CM would do himself a service if he opens channels for contrarian views rather than letting just a handful of paid employees to brief him on public perception.

At least two other officials who were briefed about the meeting conceded that the government's defence of its own mega function was an acknowledgement of the scathing criticism that it faced.

"We want the government to issue an item wise list of the expenditure incurred on the January 7 function. People should know the money that the government spent on tents, chairs, food, travel of ministers, the fuel consumed by official cavalcades, the sorties by the helicopter, the expenditure incurred on preparing 6-foot long certificates that were handed out to the farmers, and the money paid to Gurdas Mann. In fact, Bharti Kisan Union (Ugrahan) is keen to know the name and face of the officials who suggested the idea of 6-feet long certificates," Sukhdev Singh Kokri Kalan said.

Amarinder clears 1.15 Lakh more farm debt waiver cases worth Rs. 580 crore



Chandigarh: Punjab Chief Minister Captain Amarinder Singh has cleared 1.15 lakh more cases for debt waiver amounting to Rs 580 crore, to be disbursed to farmers across the state before January 31, 2018.

The announcement came on Wednesday after a high-level meeting chaired by the Chief Minister, which reviewed the progress of the implementation of the farm debt waiver scheme, formally launched by the state government on January 7 with the disbursement of waiver certificates to nearly 47000 farmers from five districts.

With the completion of disbursement of waiver certificates to these 1.15 lakh farmers, the state government would have covered 1.6 lakh small and marginal farmers with a loan amount of Rs 748 crores.
 

Giving details, an official spokesperson said after today’s meeting that the modalities of the disbursement were being worked out. The meeting was in favour of public presentation of the certificates so that the farmers are not misled on any count by the opposition or certain kisan unions seeking to promote their vested interests through false propaganda.

The Chief Minister, said the spokesperson, had directed the concerned officials to ensure that the disbursement process is handled smoothly and no eligible farmer is left out. Captain Amarinder had also instructed the officials to ensure rectification of any technical errors, such as names being misspelt, and plug any loopholes that might obstruct the efficient implementation of the scheme at any stage.

Captain Amarinder made it clear that no lapses in this regard would be tolerated. He directed senior officials to personally monitor and supervise the entire process, said the spokesperson. The government was committed to implementing the scheme in letter and in spirit, he added.
 

In the first phase, the government is waiving off loans taken from cooperative institutions, for which a total of 5.63 lakh have been identified for relief to the tune of Rs 2700 crores. The entire process would be completed in four phases, with commercial private and nationalized banks to be covered after the cooperative loans.

The Chief Minister has already made it clear that the interests of the farm labourers would also be taken care of once the state’s fiscal condition stabilizes.

Finance Minister Manpreet Badal, Power Minister Rana Gurjit, Rural Development and Panchayats Minister Tript Rajinder Singh Bajwa were present in the meeting, which was also attended by Chief Principal Secretary to CM Suresh Kumar, Chief Secretary Karan Avtar Singh, Principal Secretary Tejvir Singh, Special Secretary Gurkirat Kirpal Singh, Additional Chief Secretary (Development) Viswajeet Khanna, Additional Chief Secretary (Cooperation) DP Reddy. Punjab Pradesh Congress Committee (PPCC) president Sunil Jakhar was also present.
