DSP shoots himself during students’ protest in Punjab



Deputy Superintendent of police (DSP) Baljinder Singh Sandhu posted at Jaito in Faridkot shot himself with his service weapon at Punjabi University Regional Centre at Jaito on Monday afternoon.
 
Sandhu was rushed to Faridkot medical college where he was declared brought dead.
 
The incident took place when a group of students were protesting against the alleged thrashing of a couple of students a few days back. While the leaders of one group were giving speeches, another local leader of college, came on the spot and started clashing with the students. When DSP Sandhu tried to pacify the protesters, the students started levelling allegations against the police department. While the students continued their speeches, Sandhu took out his service revolver and allegedly killed himself by shooting at his temple.
 
Faidkot SSP Nanak Singh said that "police is verifying as to what led the DSP to shot at him with his service weapon. The police is verifying whether someone provoked him or was he under some stress. Any case will be registered after investigating the matter".
 
Another policeman was wounded when the bullet pierced through Sandhu's head and hit him.

5 teams, 35 men 'executed' the high-profile operation to end saga of crime & terror



CHANDIGARH, January 27: Five teams comprising 35 men meticulously executed the highly technical and intelligence-based operation that culminated in the death of wanted gangster and Nabha jail-break mastermind Vicky Gounder, thus putting the lid on 10 cases of heinous crimes, and also bringing to an end a saga of blatant criminal threats and naked propaganda on the social media.

The operation, which also led to the killing of Gounder’s associate Prema Lahoria and an unidentified man, had won accolades recently for cracking the high-profile targeting killing cases in the state.
Briefing mediapersons here on Saturday, DGP Suresh Arora thanked Chief Minister Captain Amarinder Singh for his fulsome appreciation of the police success and assured of continued efforts to crack down on other gangs and gangsters still active in Punjab. He disclosed that as many as 17 A category and 21 B category gangs were believed to be active in the state as of Jan 2017. While some gangsters had been arrested since then OCCU was now concentrating on the remaining 8 A category 9 in B category gangsters.

Giving details of the operation, DGP Arora and DGP Intelligence Dinkar Gupta, who coordinated the teams along with IG OCCU Nilabh Kishore, told mediapersons that the most wanted `A’ category gangster Harjinder Singh @ Vicky Gounder was finally traced, after more than a year-long manhunt, through intelligence gathering, and from multiple sources coupled with ground operations.

Two pistols of .32 bore and one pistol of 0.30 bore, and a large quantity of ammunition along with an ammunition belt were recovered from the possession of the gangsters, along with mobile phones and dongles, used for communication through social media. A Swift Dzire car with fake number plate was recovered from the house.  In fact, many fake number plates were also recovered from their place of hiding.
 

Gounder, who had a reward of Rs 7 lakh from Punjab Police and another from Rajasthan Police, was using the social media as a tool to create terror and issue threats to rival gangs and police officers. He was using multiple Facebook accounts, operated through associates in various countries including the Gulf nations, Cyprus and Germany, disclosed Dinkar, adding that the most followed account had more than 1 lakh followers and collectively, Gounder had around 4-5 lakh FB followers. The police, he said, was augmenting its presence on the social media to counter the false propaganda which gangsters such as Gounder were spreading online, the DGP Intelligence added.

A proclaimed offender, wanted in 10 cases of murder, gang-war, jail break, extortion, drug smuggling, weapon smuggling etc, Gounder was under examination for his possible links with militant/radical elements, as well as ISI. Recently, he got delivery of an automatic assault rifle from Pakistan through his close associate and handler, Ramanjit Singh @ Romi (Hong Kong), who is also wanted by Punjab Police and against whom Red Corner Notice has been issued. The possible role of Romi is also being examined in targeted killings in Ludhiana and Jalandhar in 2016/2017.

Gounder came into limelight when he killed Sukha Kalwan on January 21, 2015 in police custody, after which he danced, made a video and boastfully told the policemen in the escort party that "I am Vicky Gounder and I have killed Sukha Kahlwan”.  He posted this video on social media, after which he was arrested by Tarn Taran Police in December 2015, and sent to the high-security Nabha Jail, from where he escaped in November 2016. Gounder was the last of the criminals still absconding after the jail-break.

Prem Singh @ Prema Lahoria, another 'A' Category gangster having a reward of Rs. 2 Lac, a proclaimed offender wanted in 10 cases of murder, gang-war, jail break, extortion, drug smuggling, weapon smuggling etc. was also killed during the encounter, claimed DGP.

Sharing operational details of the encounter, the DGP said the Organized Crime Control Unit (OCCU) of Intelligence Wing, under the guidance of Dinkar Gupta, was collecting information regarding the movement of these two gangsters from field formations. Last week, OCCU got information that these two gangsters were spotted in the border districts of Fazilka, Ferozepur and Taran Tarn. On January 24, an OCCU advisory was issued listing out five districts reporting possible movement of the gangsters and additional forces were sent out there.

On further getting specific information that their movement was seen in the area of Police Station Sarwar Khuhian, district Fazilka, a team of OCCU, under command of AIG Gurmeet Singh Chauhan and  Inspector Bikram Brar, was dispatched there. The team started doing reccee of the area, and checking their suspected hideouts and associates.

On 26th January 2018, the police received information that both the offenders were hiding in Village Panjawa, and also discovered that Lakhwinder Singh @ Lakha s/o Iqbal Singh, a close associate of Vicky Gounder, was also residing in the same village. Upon further reccee, the team found that both the accused were hiding in the 'Dhanni' of Lakhwinder Singh @ Lakha.

Five teams were constituted to raid the `Dhanni’ and nab the gangsters. The operation started at 5.30 p.m. on Friday. While one team covered the house from the roof-top of the neighbouring house, another covered the rear boundary wall, and the third entered from the main gate, with the remaining teams covering the two other doors.

On seeing the police party, three persons came out from a room and started firing on the cops. One of them took shelter behind a mini bus, while two others ran towards the rear boundary wall, with the former giving them covering fire. In spite of repeated appeals to surrender, they also continuously fired at the police party, injuring SI Balwinder Singh and ASI Kirpal Singh. In retaliatory firing, Gounder and Lahoria were shot dead. The third person, whose identity is yet to be established, was shifted to Civil Hospital, Abohar, with injuries, to which he succumbed. The injured police personnel were also shifted to Civil Hospital, Abohar, from where they were referred to Faridkot Medical College. A total of 40 shots were fired from by the police party in exchange of about a dozen fired by the gangsters, said IG OCCU.

On checking, it was found that the 'Dhanni' where the gangsters had been hiding for the past two days was technically inside the jurisdiction of village Pakki, PS Hindumal Kot, district Ganganagar, Rajasthan, which is hardly 50 meters from Punjab’s border. The information was immediately shared with SP/Ganganagar and SHO, PS  Hindumal Kot, who reached the spot. On the statement of Inspector Bikram Brar, case FIR No. 26 dated 27-01-2018, u/s 307, 332, 34 IPC, 25-27-54-59 Arms Act, PS Hindumal Kot, District Ganganagar (Rajasthan) was registered and investigation was taken up by Ganganagar Police. In fact, the Punjab Police had been having operational meeting with the Rajasthan police following intelligence reports of movement of gangsters in the bordering areas.

Responding to questions, DGP Arora justified the need for a stringent law like PCOCA to effectively deal with criminals, who needed to be given a strong message that they could not get away with their criminal activities.  The DGP appealed to the youth not to be lured by crime, which never pays. Criminals have a limited life while the State is ageless, he added.
 
 
HARJINDER SINGH @ VICKY GOUNDER
 
Harjinder Singh @ Vicky Gounder S/o Mehal Singh R/o Vill. Saravan Bodla P.S Kabrala distt. Sri Muktsar Sahib, started his criminal activities while studying in Sports School where he became fast friend of Prema Lahoria, Jaipal, and Lovely Baba (killed by Sukha Kalwan). From being a  petty criminal he became a hardcore Gangster.  He came into limelight when he killed Sukha Kalwan on 21.01.2015 in police custody, where after killing he danced, made a video and boastfully told the policemen of Escort party that "He is Vicky Gounder and I have killed Sukha Kahlwan”.  He posted this video on social media. After this he was arrested by Tarn Taran Police on 20.12.2015 and was sent to Maximum High Security Nabha Jail. 
 
While staying in Nabha jail he came close to terrorist Harminder Singh @ Mintoo (KLF Chief) and others. He executed a plan with Gurpeet Singh Sekhon, Harminder @ Mintoo & others of escaping from Nabha Jail and later escaped on 27.11.2016. After escaping Vicky Gounder, with his associates killed his rivals in Gurdaspur on 20.04.2017. 
 
According tp press release, he came in contact with Pakistan based terrorists and started smuggling of drugs and illegal weapons through his close associate Ramanjit Singh @ Rommi of HongKong and started smuggling of drugs and illegal weapons. He also influenced student elections held in various colleges of Punjab and started Shera Khuban Student Union and threatened anyone who opposed candidate of Shera Khuban Student Union.
 
Vicky Gounder used social media extensively. He had lot of followers on Facebook. He had created many Facebook profiles which were operated/updated by his associates from various countries outside India. After committing crime he used to openly boast on Social media regarding the same.  He used to openly threaten innocent people for extortion. He also threatened his rivals and police personnel through Social Media. There were 10 cases of Murder, Attempt to murder, car snatching/Jacking registered against Vicky Gounder all over Punjab. 
 
PREM SINGH @ PREMA LAHORIA
 
Prem Singh @ Prema Lahoria  s/o  Late Darshan Singh r/o Vill. Sidana P.S Gharinda, Distt. Amritsar, house no. 728 Baba Budhaji Nagar, Mithu Basti, P.S Basti Bawa Khel, Jalandhar, was close associate of Harjinder Singh @ Vicky Gounder. When his rival Sukha Khalwan killed Lovely Baba (close friend of Prema Lahoria) he along with Vicky Gounder took revenge by killing Sukha Kahlwan in police custody, thus created a hype for himself.

 
He was the main facilitator/planner who helped Harjinder Singh @ Vicky Gounder, Gurpeet Singh @ Sekhon and terrorist Harminder @ Mintoo (KLF Chief)   escape from Nabha Jail. Before planning and executing the Nabha Jail break case he masterminded the escape of Palwinder @ Pinda (hardcore criminal) on 29.03.2016 from the police custody. He was the one who arranged police uniforms which were used in Nabha Jail break case by the facilitators.   

After the Nabha Jail break case he started smuggling of drugs and illegal weapons with Vicky Gounder. There were 10 cases of murder, attempt to murder, trespassing registered against him throughout Punjab. He was also in contact with Pak based terrorists and smugglers through Ramanjit @ Rommi based in HongKong.

ELUSIVE DREADED GANGSTER Vicky Gounder alias Harjinder Singh was killed Friday evening along with two other outlaws, Prema Lahoria and Budda, in an encounter with the Punjab Police near Muktsar after dodging and frustrating the cops for more than a year. While initial reports said the encounter took place near village Panjawa and Middu Kheru in Muktsar, another report said the encounter took place in Abohar and there is a different village also called Panjawa near the Rajasthan border. 

Confusion continued to prevail even hours after the news about the encounter broke.

Director General of Punjab Police Suresh Arora confirmed the deaths of Gounder and other gangsters late this evening. A police team led by Counter Intelligence officer Vikram Brar cornered the gangsters near Middu Khera along the Bathinda-Rajasthan road that passes through Lambi and they were reported dead. 

Police sources said the bodies of the gangsters have been taken to Abohar hospital.

Gounder shot to limelight in January 2015 when his name cropped up as the prime suspect in the murder of rival gangster Sukha Kahlwan.

Gounder and his accomplices filmed the act and danced around Kahlwan’s body as policemen watched helplessly. Kahlwan was killed in Phagwara when six cops were taking him back to the Nabha jail in a jeep after a court hearing in Jalandhar. 

"Vicky Gounder da encounter kar ditta giya hai," News18 Punjab TV channel repeatedly declared in words that denote more than news. Punjab Chief Minister Amarinder Singh lost no time in congratulating the Punjab Police. The Shiromani Akali Dal and the BJP also followed suit in patting the police’s back. 

Gounder had become a headache for the Punjab Police ever since his daring escape from the Nabha high-security jail in November 2016. Six criminals were freed by armed assailants in that jail break and Gounder was the only one who could not be rearrested. 

After Sukha Kahlwan’s killing, Vicky Gounder allegedly murdered three men of an apparently rival gang in Gurdaspur in April last year, and was named in many other crimes and assaults. He was named as the prime suspect in the killings of Harpreet Singh alias Subedar, Sukhchain Singh alias Jatt and Sahib Singh at the Aujala by-pass on the Kahnuwan Road in Gurdaspur on April 20 last year.

Police's inability to arrest Gounder till the end and his death in an encounter is likely to put question marks on the efficacy of the Punjab Police even as sections of the media were expected to race to the headlines to call it a huge achievement of the force.

Gounder was a protege of another gangster Shera Khubhan who was also killed in police action earlier, and both were among outlaws' names that mirror a rather unfortunate reality of today's youth of Punjab that is finding ways to look for relevance in violence, guns, and drugs.
 

Police had repeatedly claimed that it came close to arresting Gounder but failed. In November last year, cops claimed to have traced his mobile location near Pindori village, 9 km from Gurdaspur and 500 police personnel were pressed into service in the evening. Terrified villagers were asked to stay inside their houses but the manhunt turned out to a damp squib.

Gounder, who hailed from Muktsar and had originally joined gangster Jaipal Singh of Ferozepur, was wanted in at least 15 cases of murder, kidnapping and robbery. 

Gounder cocked a snook at the police as he kept striking at will, eliminating rivals after Nabha jailbreak. In December 2016, he was spotted in Mansa and then in February 2017 in an NRI’s house in Moga but continued to play the scarlet pimpernel. 

Gounder, alias Harjinder Singh Bhullar, 29 years of age, was the only son of his parents. His family had expressed fears that the police might kill him in an encounter. Questions around the encounter are likely to cloud the police action.

Gounder's mother Jaswinder Kaur and her husband Mehal Singh had never met their son while he was in jail. Gounder was into sports and at one time was a student at a Jalandhar college.
 
DELVING DEEP INTO GANGSTER COUNTRY

Punjab Police has been cutting a very sorry figure for a long time even as Punjab's gangsters seemed to be vying to claim that they had liquidated one or other of their rivals. 

Vicky Gounder had claimed to have killed Jaswinder alias Rocky near Parwanoo in Himachal Pradesh while another gangster Jaipal quickly updated his own Facebook status to claim it was him who got Rocky killed. Such claims underlined the brazenness among Punjab criminals with many regularly posting their selfies and celebrating their b'days in jails.

Hardly any Punjab politicians took to twitter or Facebook to question Punjab's plunge into gangsterism even as many young kids began looking towards becoming an outlaw as a career choice.

Prisoners using phones with impunity while being in custody now does not make much of a news in Punjab.

Many of the gangster groups have their own Facebook pages that keep up a narrative with pictures of guns slinging or faces grinning cheek to cheek into cameras inside jail.

In this paradigm come these deaths of Vicky Gounder and others in an encounter and you have Punjab's politicians tripping over each other in congratulating the police.

Amarinder launches benefits for most distressed sections on R-Day



PATIALA: Punjab Chief Minister on Friday launched the release of Benefits under a unique scheme aimed at the inclusive growth of the distressed sections of the society, even as he appealed to the state’s farmers not to resort to suicide since his government was committed to the total implementation of its farm debt waiver programme by November 2018.

In his brief speech after taking the salute and unfurling the national flag at the Republic Day parade at the YPS Stadium here, the Chief Minister assured the beleaguered farmers of the state that each of the 10.25 lakh farmers covered by the debt waiver scheme would receive its benefit by November this year.

Underlining his government’s commitment to the development of Patiala, which had been sidelined by the erstwhile SAD-BJP government completely during its 10-year misrule, the Chief Minister announced a development grant of Rs 45 crore for rural areas and Rs 5 crore for urban areas over and above Rs 100 crore already announced by him for the upgradation of infrastructure in both urban and rural segments of the district.

Launching the benefits under the`Mahatama Gandhi Sarbat Vikas Yojana’, with the aim to "Wipe every tear from every eye" as envisioned by Mahatma Gandhiji, Amarinder said the programme’s objective was to give the distressed sections the help they need, socially or economically or psychologically. The government had identified a large number of such needy people who had so far been deprived of the pro-poor initiatives, he said, adding that of these, 2 lakh people shall start getting the benefits of 20 different schemes of the Government from today onwards.

Extending his Republic Day greetings to the people, Captain Amarinder recalled the historic moment in 1950 when India adopted its Constitution to empower millions of people to exercise their franchise. He expressed pride and satisfaction at the contribution of Punjabis in strengthening the ethos of democracy by reposing full faith in the Constitution of India.

Stressing his government’s commitment to ensuring overall development and prosperity in the state in line with the aspirations of its people, Captain said what his government had achieved in just 10 months was beyond anyone's imagination as even the SAD-BJP alliance could not come up to the expectations of people during their decade long regime.

Holding the Akalis solely responsible for the ruin of the state's economy, Captain Amarinder Singh pointed out that when his government demitted office in 2007, the total debt burden on state was Rs. 46000 crore, which had now mounted to Rs. 208000 crore due to the misrule and ill- conceived policies of the SAD-BJP government.

Listing out the various initiatives taken by his government to bring the development of the state, which had been totally ruined by the Akalis, Captain Amarinder inaugurated a Rs 2000 crore project to repair 16000 kms rural link roads. This was the first time that the state government was investing such a huge amount for the development of rural link roads, he added.

The government, said the Chief Minister, had also decided to waive off loans up to Rs 50000 of Punjab Backward Classes Land Development and Finance Corporation (Backfinco) given to the beneficiaries.

Captain Amarinder also launched the e-POS scheme to cover the state’s fair price shops on this occasion to replace the earlier blue card system for distribution of Atta-Dal. The new system was aimed at bringing transparency and accountability in the Public Distribution System (PDS), he said, adding that this would ensure that the real beneficiaries get the benefit of the Atta-Dal scheme.

Talking about his government’s efforts on the industrial development front, the Chief Minister expressed confidence that the new industrial policy, with its investor-friendly incentives like power at Rs 5 per unit, would boost investment in the state. He observed that the power tariff for industry in Punjab was the least among all states. Pointing out that he had personally visited Mumbai twice to woo the country’s top industrial honchos, he said industrialization was the only solution to revive the state's sagging economy since its agriculture growth had already reached a plateau. Industrial development, he stressed, was important for generating the much-needed employment for Punjab’s youth.

The Chief Minister lauded the visually and hearing & speech impaired students who participated in the parade and also presented an excellent taekwondo show. He also announced Rs 1 lakh per school/college which participated in the cultural function from CM’s fund.

In conclusion, the Chief Minister recalled the words of Babasaheb Bhimrao Ambedkar – "We are Indians, firstly and lastly” and called upon the people to promise, as Indians first and last, to work together for the collective good of every citizen of Punjab in particular and the nation as a whole in a spirit of harmony and brotherhood.

Earlier, the Chief Minister took a salute during an impressive march past by the contingents of Punjab Armed Police, Jalandhar, Punjab Armed Police, Jalandhar (Women Wing), District Police Patiala (Women Wing), District Police Patiala and Punjab Home Guard led by parade commanders DSP Gursher Singh Sandhu and DSP Simarjeet Singh. On his arrival, the Chief Minster inspected the parade escorted by Deputy Commissioner Kumar Amit and SSP Dr. S. Boopathi.

On the occasion, the Chief Minister honoured freedom fighters and their families with shawls and sweets. He also honoured 67 eminent personalities from different walks of life, in recognition of their outstanding contributions in their respective fields, with mementos and commendation certificates. Captain Amarinder also awarded Chief Minister’s Medals to six police officers/officials for outstanding devotion to duty.

A key attraction of the celebration was the 14 tableaus that highlighted the development activities of Sarv Sikhya Abhiyan, Agriculture, Health, Horticulture, Forests, Milkfed, Animal Husbandry, Sports, Fisheries, Traffic Police, Saanjh Kendras, PSPCL and Ajivka Mission. Cultural performances, including Bhangra and Gidda, also energized the audience.

The Chief Minister was accompanied by his wife and former Union Minister Preneet Kaur. Others present at the event were Media Advisor to CM Raveen Thukral, Advisor to CM Bharat Inder Singh Chahal, MLAs Hardyal Singh Kamboj, Madam Lal Jalalpur, Rajinder Singh and Harinder Pal Chandumajra. Chairman PRTC K.K. Sharma, Patiala Mayor Sanjiv Bittu, Senior Deputy Mayor Yoginder Singh Yogi, Deputy Mayor Vinti Sangar, OSD to CM Amrit Pratap Singh Honey Sekhon and PPSC Chairman Lt. General NPS Hira were also present.

President awards 2 Punjab officers for better election managment



The President of India, Ram Nath Kovind on Thursday awarded Ravi Bhagat, IAS for his commendable services rendered in capacity as District Electoral Officer, Ludhiana. 
 
The President also honoured the former Chief Electoral Officer, Punjab V.K. Singh for exceptional election management practices in the state during last Lok Sabha and Vidhan Sabha elections.
 
The awards were was conferred in a splendid function organized at the Manek Shaw stadium, New Delhi. The Function was organized to celebrate the National Voters’ Day.
 
Disclosing this official spokesperson of the Chief Electoral Officer, Punjab said Ravi Bhagat was awarded for his innovative initiatives for Election Management in the field of Information Technology. Bhagat is currently posted as Chief Administrator, Punjab Urban Planning & Development Authority (PUDA) .

Divulging further the spokesperson said that Bhagat had developed two path breaking software applications, RoNet and ECI360, during the Elections to simplify the monitoring by RO's and increase awareness of the voters.
 
The prestigious awards are conferred upon by the Election Commission of India and the winners are selected from contenders from among the states and Officers at National level who contribute to the conduct of Best Electoral Practices.
